STAFF ANALYSIS
The issue before the Planning Commission is to rezone 2.5
acres on the south side of Kanis Road from R-2 to 0-3 for
future office development. The site is approximately 700
feet west of the Bowman/Kanis intersection, and is vacant at
this time. The land is also part of the Stonebrook
Preliminary Plat which shows a proposed street, North Ridge
Drive, bisecting the acreage. Stonebrook is a single-family
subdivision and encompasses 90 acres. Construction of the
new street has just begun and none of the lots have been
final platted.
Zoning of the general vicinity is R-2, MF -18, C-3, and PCD.
The property abuts a PCD tract on the east side and R-2 on
the south and west sides. (There is a current application
before the Commission to expand the PCD that is located
directly to the east.) Land use includes single-family,
office, commercial, plant nursery, mini -storage units, and
office warehouse. Some of the land is still undeveloped,
including the PCD on the north side of Kanis Road. Since
the area was annexed to the City several years ago, there
are still a number of nonconforming uses in place along both
Bowman and Kanis.

The I-430 District Plan recommends a mixed land use pattern
for this area. Along Kanis Road the plan shows commercial
on the south and north sides. Other land uses identified on
the plan are multi -family and office. The site in question
is part of a small office node that begins at the property's
eastern boundary and expands to the west. Therefore, an
0-3 reclassification conforms to the adopted plan and a
small office use is compatible! with the neighborhood.

The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of 0-3 as filed. The motion was approved
by a vote of 7 ayes, 0 nays, and 4 absent.
