STAFF ANAL SIS•
The request before the Commission is to rezone 5604 Geyer
Springs from R-2 to C-1. If the C-1 is granted, the
proposal is to utilize the property for a beauty shop by
converting or remodeling the existing structure. The site
is situated approximately 600 feet south of the Mabelvale
Pike/Geyer Springs intersection, and is currently occupied
by a single-family residence. There are also two accessory
buildings in the rear yard area.
Zoning in the general vicinity is made up of R-2, 0-1, 0-3,
C-3, C-4, and I-2. The property in question abuts R-2 and
C-3 sites, with R-2 zoning across Geyer Springs Road. Land
use is a combination of single-family, office, commercial,
and several large churches. The existing commercial uses
and zoning are found along both Mabelvale Pike and Geyer
Springs Road.
Rezoning the site to C-1 is in conflict with the adopted
plan for the neighborhood. The 65th Street East Plan
identifies 5604 Geyer Springs and the four parcels directly
to the south for office use. The existing 0-1 tract was
rezoned in 1981 and Staff feels that the 1981 zoning action
established the direction for future reclassifications. A
commercial rezoning of the lot in question could establish a
precedent for additional commercial actions which could have
an adverse impact on this portion of Geyer Springs Road.

A possible option that is available to the applicant is to
rezone the site to o-1 and file for a Conditional Use
Permit. Beauty and barber shops are allowed as Conditional
Uses in all three office districts, O-1, 0-2, and 0-3.
ENGINEERING COMMENTS:
Dedication of additional right-of-way will be required for
Geyer Springs Road. Master street plan standard is 90 feet,
or 45 feet from the center line. The survey shows an
existing right-of-way of 30 feet from the center line.
STAFF RECOMMENDATION:
Staff recommends denial of the C-1 rezoning request.
PLANNING.COMMISSION ACTION (February 26, 1991)
The applicant was present. Staff reported that the
applicant had amended the request to 0-1 by letter. There
were no objectors and the item was placed on the consent
agenda. A motion was made to recommend approval of the 0-1
rezoning as amended. The motion was approved by a vote of 8
ayes, 0 nays, and 3 absent.
