C NAME: LOCATION: OWNER APPLICANT: PROPOSAL• Wilson -Conditional Use Permit (Z-5400) 11,301 David O'Dodd Road Theda Wilson/David Wilson The placement of a single wide manufactured home on property for use as an accessory structure. ORDINANCE DESIGN STANDARDS: 1. Site Location: Approximately 500 feet +/- along David O'Dodd Road off of Stagecoach Road 2. Cam atibilit with -Neighborhood The proposed use is compatible with the surrounding area. There are mostly residential units with some commercial uses along David O'Dodd. 3. On -Site Drives and Parking: There exist two gravel driveways on the site which circle the existing residence and will be used to access the manufactured home located at the rear of the property. 4. Screenincr and Buffers: Some mature landscaping exists on the site. The applicant is knowledgeable that more may be required in accordance with the landscape ordinance. 5. City Engineer Comments: David O'Dodd is classified as a minor arterial. Dedication of additional right-of-way is required for a total of 45 feet from the centerline. 1 ITEM NO. C (Cont.) 6. Analysis: The applicant is requesting an accessory dwelling on R-2 property where an existing structure will remain on the site. The applicant, son to the owner, is in need of livable residence from the one where he presently resides. The manufactured home meets all the federal requirements. Even though the applicant has not indicated the type of permanent underpinning that will be provided, he is aware that before a permit is issued the building codes requirement for permanent underpinning will have to be met. Also a variance from the square footage allowed by ordinance is also being requested. 7. Staff Recommendations: Staff recommends approval of the Conditional Use Permit per the engineering requirement. Also staff supports a variance from the square footage requirement. SUBDIVISION COMMITTEE MEETING: (January 31, 1991) The applicant, David Wilson, was present. There was a brief discussion and Mr. Wilson agreed to dedicating the necessary right-of-way. He also understood that the accessory dwelling unit could only be occupied by a family member. PLANNING COMMISSION ACTION (February 12, 1991) Staff informed the Commission that the notice requirement had not been met. There were no objectors in attendance nor was the applicant. As part of the consent agenda, this item was deferred to the March 26, 1991 meeting by a vote of 10 ayes, 0 nays, 1 absent. SUBDIVISION COMMITTEE MEETING: (March 14, 1991) The applicant was not in attendance. There was no discussion of the item. This item was sent on to the full Commission for action. PLANNING COMMISSION ACTION The applicant was in attendance.
