Rezone from "R-2" to "MF -18"
Expansion of Retirement Center
2.5 acres -
Vacant.
The issue before the Commission is to rezone 2.5 acres in
the vicinity of Napa Valley Road and St. Charles Boulevard
from "R-2" to "MF -18". The request is being made to allow
for the expansion of the Pleasant Hills Retirement Center
located on the "MF -18" tract to the west. The proposal is
to construct one building that will cross the existing "MF -
18"/"R -2" zoning line. Therefore, a reclassification to
"MF -18" is necessary along with a site plan review for
multiple buildings.
Zoning in the general vicinity is "R-211, "R-3110, "MF -6111
"MF -12190, "MF -18" and "o -S" with the site abutting "R-211,
"MF -1211, and "MF -18". The most recent zoning action was the
approval of the "MF -12" and expanding the "MF -18" to the
south. Land use is a mixture of single family, multi -family
and several churches. Some of the land is still
undeveloped, including the acreage to the north and west of
the site under consideration.
Rezoning 2.5 acres to "MF -18" is a reasonable option for the
site and Staff supports the request. A substantial buffer,
zoned "R-2" will remain between this site and the single
family lots' in the St. Charles Subdivision. The pattern of
single family and multi -family has worked over the years,
and the proposed reclassification should not have any impact
on the existing development found in the neighborhood.

STAFF RECOMMENDATION:
Staff recommends approval of the "MF -18" rezoning as
requested.
PLANNING COMMISSION ACTION: (January 8, 1991)
The applicant was present. There were no objectors, and the
item was placed on the consent agenda. A motion was made to
recommend approval of the "MF -18" rezoning. The motion
passed by a vote of 10 ayes, 0 nays, and 1 absent. -- -
