Dear Mr. Bozynski:
Please find attached an application for a Conditional Use Permit (CUP) for the referenced location. The
present use is the Cloverdale Magnet Middle School and the intended use is the same. This application is
submitted coincident with planned improvements as shown on the attached site plan. The intent of the
planned improvements is to provide additional parking. This application is submitted for review at the
Planning Commission Public Hearing on November 18, 2010.
The present use is the Cloverdale Magnet Middle School and the intended use is the same. No changes
to any buildings are proposed as a part of the application. The plan is to construct additional parking on
both the south and east sides of the school to provide a total increase of 105 parking spaces. All new
construction will include landscaping and irrigation meeting City requirements. No new access drives are
proposed. New parking spaces are intended to offer close and convenient parking for faculty, staff and
visitors at the school. Additional parking provision will also better accommodate parking demand for
special events and programs conducted at the school. Associated improvements will correct existing
localized drainage problems at several locations on the site.
Additional information:
1. There is no Bill of Assurance for this acreage tract.
2. No new signage or changes to existing signage is proposed.
3. No new fencing is proposed.
4. No new lighting is proposed.
5. Total number of classrooms, grades of children and total number of employees and teachers:

Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
The zoning buffer ordinance requires a nine (9') foot wide land use buffer along
the property line next to the residentially zoned property. Seventy percent (70%)
of this area must remain undisturbed.
The zoning buffer ordinance requires a nine (9') foot street buffer along all four
perimeters of the site. Currently, the site is not meeting this minimal requirement.
This site is located within the designated "Mature Area" of the city; therefore, the
street buffer can be reduced to six foot nine inches (6'-9") in areas of hardship.
The landscape ordinance requires a nine (9') foot wide perimeter landscape strip
around the sites entirety. A variance must be obtained from the City Beautiful
Commission prior to the issuance of a building permit.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
perimeter of the site, next to the residentially zoned property. Credit towards
fulfilling this requirement can be given for existing trees, newly planted evergreen
vegetation, and undergrowth that satisfies this year -around requirement.
Street trees are both highly encouraged and appreciated.
The existing parking lots on site must be in full compliance with the landscape
ordinance in conjunction with this new building application.
An automatic irrigation system to water landscaped areas will be required.

Please note that I submit my statements not as the President of the Cloverdale Neighborhood
Association but as a property owner and adjacent neighbor of the school.
I have reviewed the plans for the Cloverdale School parking lots and improvements. Although I
still stand by my previous statement that additional parking is not needed, only proper
management of employees and others, I appreciate the willingness of Mr. Peters to keep me
updated.
Regarding the parking lot to the west of the school, which is the previous location of the
Cloverdale Elementary, I accept their plan.
Regarding the parking and walkway cover along Holland Lane, I accept their plan.
Regarding the additional parking in the green space in front of the school, I reject their plan.
Although Mr. Peters has worked hard to make this appealing, I do not see the need other than
to accommodate laziness. With the new parking lots mentioned above, people should use
those, and additionally, school personnel should advise and enforce the use of those areas to
employees and citizens.
Should the commission see fit to approve parking in the front of the school I ask that you place
the following conditions on the application:
1. Allow the front parking to be installed only after all other parking/improvements are built.
2. For the height of the berm to be high enough to block the headlights of a GM Hummer
SUV.
3. And, once it is built, those spaces to be used only after all other parking are filled.
4. The enforcement by school personnel of no parking anywhere other than on those lots.
This includes the drive, gym area, and street. Should this condition be violated and
documented to the Planning Department the consequence will be to remove the front
spaces and berm.
I would suspect some to think condition 4 to be extreme but rules are rules. School
personnel understands rules and consequences for the children, I think they would agree
that following the rules for themselves would demonstrate a positive example for the
children.

On behalf of the Little Rock Planning Commission, I would like to thank you for your
participation in the November 18, 2010 commission meeting. It is very important to the City
staff and the Planning Commission to have citizen input in the planning decision-making
process.
Agenda item #4, Cloverdale Middle School parking expansion was approved
with conditions.
The Planning Commission's action may be appealed to the Board of Directors. The appeal must
be filed within thirty (30) days of the Commission's action. The appeal consists of a copy of the
executed application and a letter stating the desire to appeal addressed to the Mayor and Board of
Directors, c/o City Clerk, City Hall, 500 W. Markham Street, Little Rock, AR 72201. The
appellant bears the cost of notification for the Board hearing.
