STAFF ANALYSIS•
The property at 8205 Stagecoach is currently zoned IIR-211,
and the request is to rezone the site to IIC-311. The
proposal is to utilize the location for a computer
operation, or office equipment sales and service, which
requires IIC-3t1 zoning to allow the proposed use by right.
There is one single family residence on the land, and the
plan is to convert the existing structure into the necessary
space for the new use.
On the west side of I-430, the zoning is IIR-2t1, with the
exception of one IIC-311 parcel. To the east of I-430, the
zoning is IIR-211, 11I-211, and 11PCDII. The existing land use is
more mixed and includes single family, commercial, auto
service, and industrial. A majority of the non-residential
uses west of I-430 are non -conforming. Throughout the area,
there area number of undeveloped parcels, and to the south,
there is a substantial flood -way area.
The land use element of Otter Creek District Plan identifies
the south side of Stagecoach Road as "mixed
commercial/ industrial". Therefore, IIC-311 reclassification
is compatible with the adopted plan, and Staff supports the
request. Commercial zoning of the property will have little
impact, if any, on the nearby properties because of the
existing development/land use found in the area.

ENGINEERING COMMENTS:
Stagecoach Road (Highway No. 5) is classified as a principal
arterial, and the recommended right-of-way standard is 55
feet from the center line. Dedication of additional right-
of-way will be required because of the existing right-of-way
is deficient.
There is no f loodway involvement, however, the entire tract
is in the 100 year flood plain.
STAFF RECOMMENDATION:
Staff recommends approval of the "C-3" rezoning as filed.
PLANNING COMMISSION ACTION: (October 23, 1990)
The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of the "C-3" request. The motion passed
by a vote of 10 ayes, 0 nays, and 1 absent.
