Dear Mr. McClymont:
This letter is in response to conversations with Eldon Bock of Witsell, Evans &
Rasco, PA, concerning two final issues preventing the release of a building permit
for my project located at 8907 Kanis Road. The first issue is the proper recording
of a final plat of the property with the City and the second issue concerns the
extension of West Kanis Commercial Drive, approximately 130 feet to the west
edge of my property. Both of these issues are being addressed at the time of this
letter and I will authorize all means necessary to meet the requirements of the City
prior to receiving a Certificate of Occupancy. In consideration of this, I request
that you release the construction permit and allow my contractor to continue on
his building schedule.

As per my telephone conversation with you today, I am sending you the following items to make
application for the approval of a rooftop site ("attached WCF") on the USO Orthopedics Building
located at 8907 Kanis Road, Little Rock, AR 72205. The building is owned by Williams USO
Building, LLC., of whom Mr. Alonzo D. Williams, Sr. is the managing member. Sprint PCS has a
lease agreement with the owner to use the roof for a WCF. All equipment will be placed on the
roof and will not exceed 20' above the current roof high point.
Enclosed herewith are:
4 complete sets of detailed plans for the site, signed by a registered engineer
1 original signed Authorization Letter from the property owner with 2 copies of same
1 original "Effective Radiated Power" statement and 2 copies of same from Sprint
1 completed application for WCF with 1 copy of same
1 copy of Quit Claim Deed with legal description of building lands
1 check for $100 for filing fees for above noted application

Site Description: Rooftop
This letter is to confirm that the above -referenced cell site ("Site") operated by Sprint Spectrum,
L.P. ("Sprint") utilizes Nortel transmit and receive equipment which comply with Federal
Communications Commission ("FCC") regulations regarding radio frequency emissions for
licensed commercial personal communications services ("PCS"). Sprint's operational frequencies
at the Site are well outside the frequency bands associated with AM and FM radio stations,
UHF/VIS' television transmission or reception, police, fire and other emergency services.
Under FCC guidelines directed under CFR 47, subpart E, parts 24.200 through 24.238, Sprint
must comply with the stated directives for commercial broadband PCS providers which include
PCS transmission and receive equipment. Sprint meets or exceeds the stated requirements for
commercial broadband PCS providers at this Site. The FCC requirements that Sprint complies
with include but are not limited to the following:
1) FCC Construction requirements: Use of year 2000 census to determine five-year and
ten-year construction requirements.
2) Frequencies: Allocated frequency bands for a PCS provider.
3) Power and antenna height limits: peak power = 1,640 watts (per channel) peak
equivalent isotropic radiated power ("EIRP") with an antenna height up to 300 meters
above ground level. Antenna heights may exceed 300 meters with a corresponding
reduction in power.
4) Frequency Stability: This ensures that the fundamental frequency authorized stays within
the authorized frequency block.
5) Field Strength Limits: Measured median field strength at any location of the border of
any PCS service area will not exceed 47 dbuV/m, -96 dbm, unless parties agree to a higher
field strength.
6) Interference Protection: Standards set forth to ensure a PCS provider does not interfere
with any other existing PCS, mobile radio, AM or FM broadcast radio station, VHF or
UHF television station, or police, fire or other emergency services transmission.

According to FCC regulations, should Sprint receive notification from the FCC or other provider
that harmful interference is being caused by Sprint's equipment, Sprint must either immediately
reduce the power to the point of no interference, cease operation, or take such immediate
corrective action as is necessary to eliminate the harmful interference. Sprint PCS' 24 hour point
of contact can be reached by calling 1-888-859-1400 and following the voice prompts.

This letter is to confirm that the above -referenced cell site ("Site") operated by Sprint Spectrum,
L.P. ("Sprint") utilizes Nortel transmit and receive equipment which comply with Federal
Communications Commission ("FCC") regulations regarding radio frequency emissions for
licensed commercial personal communications services ("PCS"). Sprint's operational frequencies
at the Site are well outside the frequency bands associated with AM and FM radio stations,
UHF/VBF television transmission or reception, police, fire and other emergency services.
Under FCC guidelines directed under CFR 47, subpart E, parts 24.200 through 24.23 8, Sprint
must comply with the stated directives for commercial broadband PCS providers which include
PCS transmission and receive equipment. Sprint meets or exceeds the stated requirements for
commercial broadband PCS providers at this Site. The FCC requirements that Sprint complies
with include but are not limited to the following:
1) FCC Construction requirements: Use of year 2000 census to determine five-year and
ten-year construction requirements.
2) Frequencies: Allocated frequency bands for a PCS provider.
3) Power and antenna height limits: peak power = 1,640 watts (per channel) peak
equivalent isotropic radiated power ("EIRP") with an antenna height up to 300 meters
above ground level. Antenna heights may exceed 300 meters with a corresponding
reduction in power.
4) Frequency Stability: This ensures that the fundamental frequency authorized stays within
the authorized frequency block.
5) Field Strength Limits: Measured median field strength at any location of the border of
any PCS service area will not exceed 47 dbuV/m, -96 dbm, unless parties agree to a higher
field strength.
6) Interference Protection: Standards set forth to ensure a PCS provider does not interfere
with any other existing PCS, mobile radio, AM or FM broadcast radio station, VHF or
UHF television station, or police, fire or other emergency services transmission.

According to FCC regulations, should Sprint receive notification from the FCC or other provider
that harmful interference is being caused by Sprint's equipment, Sprint must either immediately
reduce the power to the point of no interference, cease operation, or take such immediate
corrective action as is necessary to eliminate the harmful interference. Sprint PCS' 24 hour point
