Alonzo D. and Henrietta Williams Address: 8907 Kanis Road Descriptio Part of the NW 1/4, NW 1/4, Section 11, T -1-N, R -13-W, Little Rock .fined • C-3 Variance RegUested: A variance is requested from the height restrictions of Section 36- 301 to permit construction of a new office building which exceeds the height limit of 35 feet. Justification• Applicant's Statement: The proposed building site is steeply sloped to the south (rear). Our first design attempted to place all the parking requirements in the front of the building. This solution required severe grade cuts along Kanis so as to accommodate vehicular and pedestrian access to the entrance of the building. Also, due to the site constraints and steep slope, we felt a sub level floor could be accessed on grade at the rear of the building. To minimize cut and fill, the solution we present to you today locates the building in the middle of the lot and allows vehicular access to two different floor levels at the front and back of the building. This design dictates a small building footprint allowing only 8,600 square feet per floor. Even with this solution, the front entry level is approximately seven feet below curb elevation along Kanis. Keeping within the C-3 height restrictions would dwarf this building as it compares to its neighbors and as a Office/Commercial use, this building's street frontage presence would suffer accordingly. Public Works Comments: initial site which fronts Kanis Commercial Park Drive. This will help reduce congestion at the Kanis entrance while -facilitating .- emergency vehicle access around the building. At the front of the building the parapet height will be 44'-0" above entrance floor level and will appear to be three stories looking from Kanis. At the rear of the building the parapet height will be 59'-0" above the rear entrance floor level. The proposed building will be brick veneer with steel structure and will be approximately 34,500 gross square feet. Single -Family 4 -story medical office building The site has a step grade. Driveway grades need to conform with Ordinances. A grading permit will be required. Dedicate right-of-way to 45 feet from centerline on Kanis Road. Relocate 27 foot entry drive to the east and align with circle drive entry. Extend street to the rear to the boundary of the lot and add sidewalk. Stormwater detention will be required. In -Lieu for the cost of widening Kanis to 1/2 of a 60 foot street will be required with construction. B. Staff Analysis: The applicant proposes to construct a 4 -story, 34,500 square foot office building on the C-3 zoned property located at 8907 Kanis Road. Due to the slope of the property, the building will be 44 feet tall at the front and 59 feet tall at the rear. The C-3 district has a height restriction of 35 feet. The properties on either side of this site are both zoned C-3 and each contain a structure exceeding 35 feet in height. The office building to the east is also four stories tall. Due to the slope of this adjacent property, the building is two stories tall on the street side and four stories tall from the rear. The Little Rock Fire Department K April 29, 1996 Item No.: 2 facility on the property adjacent to the west has a hose drying tower which appears to exceed 35 feet in height. Due to the severe slope of the property and the need to provide adequate on-site parking, the building's footprint is only 8,600 square feet per floor. In order to provide the square footage needed by the applicant, it is necessary to increase the height above the C-3 district height restriction. Staff believes the proposal to be reasonable. The proposed structure will not be out of character with other structures in the area. C. Stiff Reccmmendation: Staff recommends approval of the requested height variance subject to compliance with the Public works Comments. BOARD OF ADJUSTMENT: (APRIL 29, 1996) Terry Rasco was present representing the applicant. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. Mr. Rasco stated that the building's height was not out of character with the existing structures on the adjacent properties. He offered to answer any questions. A motion was made to approve the requested height variance subject to compliance with the Public works Comments. The motion was approved by a vote of 9 ayes, 0 noes and 0 absent. 3
