STAFF ANALYSIS:
5700 West 29th Street is currently occupied by a, sorority,
and the plans are to double the size of the existing
building by making an addition to the rear. The lot is
zoned "R-5" and sororities are not listed as a permitted use
in the "R-5" district. The sorority is non -conforming and
the zoning ordinance prohibits any expansion of a use with a
non -conforming status. Therefore, rezoning Lo "0-3" is
necessary prior to any building permit being issued for the
new construction.
The property is situated in the Oak Forest neighborhood and
in an area that has been heavily influenced by UALR.
Directly to the west is the UALR campus, the undeveloped
portion, and throughout this area, there are numerous lots
owned by UALR. Land use is single family, multi -family, and
other sororities or fraternities. Many of the lots are
vacant at this time. Zoning is "R-2", "R-311, 11R -41f, "R-511,
and "0-3".
The area south of West. 28th and west. of Fair Park Boulevard
has been identified for future growth by UALR on various
long .range plans, including the. Oa.k Forest Neighborhood
Plan. The land use element of the plan suggests that UALR

concentrate its property acquisition south of West 28th to
lessen its impact on the neighborhood. The plan shows this
defined area for public uses and 110-3" is the appropriate
zoning district for the recommended land use pattern. A
sorority is the type of use that is compatible with the
college environment, and the rezoning should not have any
effect on the surrounding uses.
ENGINEERING COMMENTS:
The existing rights -of -ways for both West 28th and West 29th
Streets are deficient. An additional 5 feet of right-of-way
is needed for West 29th and a dedication of 10 feet is
required for West 28th.

Staff recommends approval of the 110-311 rezoning as filed.

The applicant was present. There were no objectors and the
rezoning was put on the consent agenda. A motion was made
to recommend approval of the 110--3" request. The motion
passed by a vote of 8 ayes, 0 nays, and 3 absent.
