Conditional Use Permit (Z-5325)
LOCATION: The Southwest corner of
West 16th and Chester Streets
(1001 West 16th Street)
OWNER APPLICANT: The City of Little Rock/
Connie Fugedy, Parks Department
PROPOSAL:
To construct a 4,000 sq. ft. addition (Height - 151) to an
existing 19,873 sq. ft. Community Center (Height - 281) and
to enlarge the parking area on 5.3 acres of land that is
zoned R-4.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to a collector street -(Chester Street) and a
residential street (West 16th Street).
2. compatibility with Neighborhood
The site is located in an institutional setting in a
residential area. The site is abutted by single
family to the north (2 side yard and 2 front yard
relationships), multi -family to the east (Village
Square Apartments), vacant land to the south and an
office use to the west (Gibbs Elementary School).
The expansion of the existing land use is compatible
with the surrounding area.
3. On -Site Drives and Parkin
The site contains two existing access drives
(20+1 in width) as well as access through the
Gibbs Elementary School parking lot. All access
will be onto West 16th Street. The plan calls for
a total of 61 parking spaces on-site with an
additional 14 spaces to be shared with Gibbs
Elementary School.

4. Screening and Buffers
The applicant is proposing landscaping along West 16th
Street.
5. City Engineer Comments
Comply with the City's detention and excavation
ordinance requirements.
6. Analysis_
The staff does not foresee any adverse impact resulting
from this proposal (see note #2). The plan does not,
however, fully comply with the parking requirements. A
total of 67 spaces is required with the plan allowing
61. A shared arrangement with Gibbs Elementary School
will provide access to an additional 14 spaces. The
staff does not have any problem with this proposal.
In addition, the building will require a 7' front yard
variance from the 25' requirement. This will match the
existing building setback. Finally, the applicant has
agreed to comply with the City Engineer's requirement
regarding on-site detention.
7. Staff Recommendation
Approval subject to the Planning Commission approval of
a 7' front yard variance from the required 25' and the
6 space parking variance.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission questioned the proposed parking arrangement with
the adjacent school and the fact that the item had not
followed standard procedure. The staff stated that the
proposal was part of the 1987 Bond Project and that there
had been a misunderstanding with the Parks Department about
the proper filing. The staff further stated that every
effort had been made regarding legal notice and the posting
of signs. A general discussion ensued. The Commission then
voted 11 ayes to approve the application as recommended by
the staff subject to the staff acquiring a written agreement
from the appropriate autnorities in the Little Rock School
District verifying a signed parking arrangement on the 14
parking spaces on the east property line of Gibbs Elementary
School.
