Shackleford Corporate Center/ Landers Auto Body
Dear Mr. Carney:
Shackleford Corporate Center is a multi -building project located at 4201 to 4217 S. Shackleford Road. This
is on the east side of Shackleford Road, just north of the intersection of Colonel Glenn Rd. This letter is to
request consideration of a Conditional Use Permit at this property for the operation of an automobile repair
and body shop.
Negotiations with the property owner have taken place for the use of the building at 4217 S. Shackleford.
These negotiations are contingent on the City's approval of this use at this location. This building is the one
furthest from Shackleford Road and is bordered on 2 sides by land that is undeveloped and appears to be
designated as Open Space along Brodie Creek. No physical changes are proposed to the exterior of the
building. Work on the automobiles will take place inside the building. The inside of the building will be
extensively remodeled and a fence will be added to part of the parking area. A site plan accompanying this
application illustrates the proposed fence.
The proposal for use of this building includes fencing part of the easternmost portion of the property for
security of cars that will be parked there. The fence is anticipated to be an 8' —10' tall security -style chain-
link fence with inserts along the west side, and possibly all sides, to make it opaque. It is possible that the
parking area might need to be expanded. If so, the expansion is anticipated to be completed following all
ordinance requirements for landscaping and screening although the site plan may not show this level of
detail. As the expanded parking area is anticipated to be part-time, secondary parking, it is requested that
a variance be allowed for use of permeable paving options for these areas rather than concrete or asphalt
paving. Permeable paving allows for less storm water runoff. Exterior lighting will be added to the
building and will be shielded and downward pointed. All signs installed on the building will comply with
City ordinances. Dumpsters will be located within the fenced area and contracted for regular service.
This is an expansion of an established Little Rock business to an additional location, not a relocation of an
existing business or a start-up business. It will be professionally operated in a manner similar to the other
existing locations and will maintain typical hours of operation.

The property owner states that the property is described by metes -and -bunds with no plat and no bill of
assurance. All necessary right-of-way dedications and street improvements appear to have been made at
the time this property was developed. The property owner has indicated that it will submit the necessary
forms for the dedication of additional right-of-way if necessary.

application.
Plannina Staff Comments
1. Proposed signage is building signage and will comply with City ordinances.
2. Hours of operation are proposed to be 7:00 a.m. to 6:00 p.m. Monday - Saturday.
3. Exterior lighting installed will be building -mounted, directed down -ward and will comply
with City ordinances.
4. Dumpsters will be located on concrete pads to be added along the south side of the
existing parking behind the building. This area will be screened by the opaque fence
surrounding the parking and may be additionally screened at the dumpsters.
5. Any new vehicular use area added in the future will be paved and landscaped to comply
with code.
6. The vehicle parking area will be screened with a solid, opaque fence; probably wood.
7. Vehicle access to the building will be at the existing at -grade entrance on the south.
8. No vehicles will be kept on site in excess of thirty (30) days.
9. No vehicle parts will be stored outside.
Public Works
1. The right-of-way dedication was completed upon development of the project.
2. An updated FIRM map illustrating the property was provided to Mr. Floriani.
Landscape
Landscaping requirements will be met on all future parking area additions. If required on
the future additions, a Registered Landscape Architect will provide plans.

1. Site plan must comply with the City's minimal landscape and buffer minimal ordinance requirements.
2. The landscape ordinance requires a nine foot wide (9) perimeter landscape strip around the sites entirety. Currently,
it appears the driveway has been constructed within this minimal landscape area; therefore, must be removed in
conjunction with this application.
3. The site is more than 2 acres in size; therefore, a landscape plan with the seal of a Registered Landscape Architect is
required.
4. An automatic irrigation system will be required.
5. Any/all new parking areas must comply with the City's minimal Landscape Ordinance Requirements.
