Alford Winans 1901 North Taylor Rezone from "R-2" to "C-3" Office and commercial 0.16 acres Residential SURROUNDING LAND USE AND ZONING: North - Commercial, zoned "C-3" South - Commercial, zoned "C-3" East - Commercial, zoned "C-3" West - Commercial, zoned "C-3" STAFF ANALYSIS• 1901 North Taylor is the last remaining "R-2" lot in what is referred to as the Heights Commercial Area which encompasses several blocks from Polk Street to University Avenue and Cantrell to Kavanaugh. The request is to rezone the site to "C-3" for an office and some limited retail. The lot is occupied by a small residence and the proposal is to utilize the existing structure with the necessary parking. Land use in the neighborhood is single family, office, commercial, a church and a post office facility. The residential areas are located to the north of Kavanaugh, east of Polk and south of Cantrell Road. Zoning is a mixture of "R-2111 "R-4111 "O-1", 110-3111 "C-3" and PCD. The property in question surrounded by "C-3" which is the primary non residential zoning in the area. "C-3" is compatible with the adjoining property and it conforms to the Heights -Hillcrest Plan. There are no issues associated with this request and staff supports the commercial reclassification. 1 May 8, 1990 ITEM NO. 5 - Z-5319 Continued ENGINEERING COMMENTS: None reported. STAFF RECOMMENDATION: Staff recommends approval of the "C-3" rezoning as requested. PLANNING COMMISSION ACTION: (May 8, 1990) The applicant was present. There were no objectors and the item was placed on the consent agenda. A motion was made to recommend approval of "C-3" as requested. The motion passed by a vote of 11 ayes, 0 nays and 0 absent. 2
