NAME: Dreher Lane Conditional Use

_LOCATION: The West Side of Dreher Lane
just South of Southaven Court.
OWNERIAPPLICANT: John G. and Dorothy P. Vowell
PROPOSAL:
To place a 1,680 sq. ft. double -wide manufactured housing
unit on 1.017 acres of land that is zoned "R-211.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to a residential street (Dreher Lane).
2. Compatibility with Neighborhood
The site is located and a predominantly residential
area. The site is abutted by single family to the
north, vacant land to the south, and large scale multi-
family developments located to the east and west. The
proposed use should be compatible with the surrounding
area.
3. On -Site Drives and Parking
The applicant is proposing a 16 ft. (width) access
drive onto Dreher Lane.
4. Screenin and Buffers
The applicant is proposing to use the existing trees
and shrubs. A significant buffer of trees and shrubs
exists along the north border of the property, adjacent
to the single family use.
5. City Engineer Comments
None.

6. Analysis
The staff does not foresee any adverse impact as the
result of this proposal. The application meets
ordinance standards.
7. Staff Recommendation
Approval as filed.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present. There were no unresolved issues.
PLANNING COMMISSION ACTION:
The applicant was present. Two objectors were also in
attendance. The staff stated that the applicant's proposal
met ordinance requirements and recommended approval as
filed. The staff also informed the commission that they had
received letters of opposition from Juanita Jones, James
Vernon Jones, Larry Jones and Florence S. Jones of 8616
Dreher Lane.
Ms. Monica Ellis, who owned property located at 5205 Keats
Drive, spoke in opposition to the proposal. She stated that
there were too many manufactured homes already located in
southwest Little Rock. Mr. Cesar Rivera of 8406 Dreher Lane
also spoke in opposition. He statedthat a manufactured home
would reduce the value of the existing homes in the area and
that in general manufactured homes were not compatible with
the surrounding area.
A general discussion ensued. The staff reiterated that the
unit would meet ordinance requirements. The Commission then
voted 7 ayes, 2 nays and 2 absent to approve the application
as recommended by the staff.
