SUBDIVISION COMMITTEE COMMENT: (April 12, 1990)
Mr. Joe White and Alan Runnell, Branch Manager were present.
Mr. White described the "PID" as an existing structure with
stipulation of allowing present use and uses permitted under
I-2 zoning.
Jim Lawson pointed out that gravel parking is allowed only
with the present use. In case of changing its use, the City
would require parking to paved.
The discussion then moved to the dedication of additional
R/W along Mabelvale Pike. It was pointed out by Mr. Richard
Wood and Jim Lawson from the Planning Staff that all the
street improvements will not be required with the present
use, but the City would like to request additional R/W. Jim
Lawson also added that redevelopment of this site will
require all the street improvements.
Commissioner W. Reddick asked Mr. Alan Runnell if they plan
to park vehicles on the site. Mr. Runnell stated that
additional lot was purchased only to allow the maneuvering
of the long trucks on the site.
PLANNING COMMISSION ACTION:
(April 24, 1990)
Richard Wood of the Planning Staff offered a brief comment
on the Staff recommendation and pointed out the Staff
supports the second submittal with the changes that have
been done. Mr. Joe White, the Engineer of record on this
project, indicated that he addressed all of the subdivision
committee concerns on the second submittal. Ben Moody, a
property owner, was concerned about possible leakage of
chemicals from trucks parking close to his house causing
danger for children playing in the backyard. Mr. Paul
Runnells, Branch Manager for Parker Solvent, stated that
they don't have any intention of parking trucks there. He
stated that they just only would like to have the space to
maneuver them around before they dispose of the chemicals.
Mr. Carrol Parker, owner of Parker Solvent, stated that
leakage of chemicals is not allowed and that the truck would
be stopped on the highway before it gets to that site. A
lengthy discussion followed involving several of the
Commissioners. The discussion centered on whether the
trucks can leak or whether a fence would protect a
neighboring house. It was determined that the fence be
built up to 72 feet from Mabelvale Pike right-of-way and

STATEMENT OF PROPOSAL:
The Parker Solvent is seeking to rezone property it owns at
Mabelvale Pike as a Planned Industrial Development. Parts
of the existing site have been used for a number of years as
a storage for manufactured chemicals. The owner wishes to
develop an additional small tract for onsite truck traffic
as a Phase I and be able to add to the existing facility in
the future as a Phase II. The property is currently zoned
R-2 as are all the adjoining properties.
The appearance and function of the property,will remain
unchanged. The primary improvement to the site would be a
six foot high wood fence to effectively eliminate visibility
to next door residential home and the truck maneuvering area
will be covered with compacted gravel.

This application consists of a proposal to add the
additional tract of land as onsite truck traffic
maneuvering room and additional 1200 s.f. building
expansion for existing non -conforming chemical storage
facility.
EXISTING CONDITIONS:
The site currently is occupied by a chemical storage
faculty with several horizontal type tanks, 4,000 s.f.,
one story metal building and one story sheet metal
shed.
ENGINEERING COMMENTS:
Five foot additional R/W on 25' portion of Mabelvale
Pike needed to complete R/W to collector standard,
required improvements include 1/2 of 36 -foot pavement
with curbs and gutters, sidewalks and buried drainage.
Stormwater Detention and Excavation Ordinances apply.

The only issues in this category which will require
resolution is the list of future uses requested by
owner and allowed on this site. Engineer also need to
show type of reinforcement for loose gravel on the new
addition.
