To continue to use a 1795 +/- square foot single family
structure that has been converted to a beauty shop use on
0.17 +/- acre of land that is zoned 110-311.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to a collector street (Battery Street) and a
residential street (West 13th Street).
2. Compatibility with Ne ighborh,00d
The site lies in a mixed use area that is in transition
from single family to office/commercial. The site is
abutted by commercial to the west, office to the east,
with single family both to the north (zoned 110-311) and
the south (zoned "R-411). [Both single family
structures represent side yard relationships.] The
proposed use does not appear to be incompatible with
the surrounding area.

The site contains seven paved parking spaces with
access taken from West 13th Street.

The applicant is proposing to use the existing trees
and shrubs as landscaping.

5. City Engineer Comments
Provide at least one handicap parking space adjacent to
the entrance.

The staff does not foresee any adverse impact as a
result of the proposed use (see note #2). The
applicant will, however, need to provide handicap
parking as per the City Engineer's comment. The
ordinance requires nine parking spaces, but there is
plenty of on -street parking which should absorb any
occasional overflow.
7. Staff Recommendation
Approval, provided the applicant agrees to provide a
handicap parking space as per the City Engineer's
comments.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with the
staff's recommendation. There were no unresolved issues.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 11 ayes to approve the application as
recommended by the staff, reviewed by the Subdivision
Committee and agreed to by the applicant.
