SURROUNDING LAND USE AND ZONING:
North - Auto sales, zoned 11C-4"
South - Commercial, zoned 11C-3"
East - Commercial, zoned "C-4"
West - Single Family, zoned 11R-2"
STAFF ANALYSIS:
The property under consideration is zoned "C-3" and the
proposal is to utilize the location for motorcycle sales and
service. To allow the proposed use, the site must first be
rezoned to 11C-4" which permits the sale of automobiles and
motorcycles. There is one building, formerly a restaurant,
on the site; and a large percentage of the acreage is paved.
The property has frontage on both South University and
Mabelvale Pike with access to the two streets.
The zoning pattern along this segment of South University is
a combination of "C-3", "C-4" and "I-2" with the property
abutting 11C-4" on the north and 11C-3" on the south. Across
South University, the zoning is 11C-4" and 11I-211. Land use
on South University between Mabelvale Pike and West 65th
Street is almost exclusively commercial with the uses
including retail, auto sales, an eating place, a financial
institution and auto service. The large 11C-4" and 11I-2"
tracts on the east side of South University are undeveloped
at this time. To the west of Mabelvale Pike, there is a
well established single family subdivision zoned 11R-211.
On the 65th Street West Plan, the west side of South
University is shown for "strip development", or the full
range of commercial activities. The proposed 11C-4"
reclassification conforms to the adopted land use plan and

the open display aspect of the use does not introduce a new
commercial element to the area. Therefore, there should be
no impact on the residences to the west from the proposed
rezoning change.
ENGINEERING COMMENTS:
Mabelvale Pike is classified on the Master Street Plan as a
collector. The existing right-of-way is deficient so
dedication of additional right-of-way will be required for a
total of 30 feet from the center line.
STAFF..RECOMMENDATION:
Staff recommends approval of the 11C-4" rezoning as filed.
PLANNING COMMISSION ACTION:
(February 13, 1990)
The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of the 11C-4" request as filed. The
motion passed by a vote of 10 ayes, 0 nays and 1 absent.
