PROPOSAL:
To construct a three level parking deck (440 capacity and
40 feet in height) with the possibility in the future of
three additional levels (total of 880 capacity and 78 feet
in height) in addition to a temporary gravel parking lot for
displaced employees (309 spaces and an approximate 12 months
of use) on 169.3 acres of land that is zoned 110-21'.
ANALYSIS:
The staff does not foresee any adverse impact as a result of
this proposal. The additional parking capacity should be an
improvement on-site. The applicant does, however, need to
submit a revised site plan that dimensions the setbacks
(from the two nearest property lines) of the proposed
parking deck and that labels the 25 foot building setback
line along Kanis Road as a landscape strip.
It appears that the parking deck setback will be adequate to
support a building of 78 feet in height. The added
dimensions on the site plan will clarify that. Finally, the
staff supports the concept of the temporary parking lot on
emergency drive only if it is either abandoned or brought up
to City standards upon the completion of the parking deck.
CITY ENGINEERING COMMENTS:
None
STAFF RECOMMENDATION:
Approval, subject to the applicant agreeing to: (1) Submit
a revised site plan as outlined in the Analysis section; and
(2) the conditions outlined in the Analysis section
regarding the proposed temporary parking lot.

SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with staff
recommendations. A general discussion ensued over the
location of the proposed deck. The applicant stated that
due to the topography of the site, the proposed location
would be best. The applicant also stated that the deck
would have interior lighting and that they would orient it
away from the single family area located to the south.
PLANNING COMMISSION .ACTI.ON:
The applicant was present. There were no objectors. The
Commission voted 10 ayes, 1 absent, to approve the
application as per the revised site plan as recommended by
the staff.
