McMinn Ben McMinn 923 High Street Rezone from 11I-2" to "0-3" Office 0.1 acre Existing Use: Private school SURROUNDING_LAND USE AND ZONING: North - Commercial, zoned 11I-2" South - Funeral home, zoned "C-3" East - Single family, zoned "R-4" West - Parking, zoned "C-311 _ STAFF ANALYSIS: The request is to rezone a 42 x 100 foot lot at the northeast corner of High Street and West 10th from 11I-2" to 110-311. Other than listing some type of office as the proposed use, no specific plans have been provided. Currently, there is a two-story building on site with a gravel parking area to the rear of the structure. Land use in the neighborhood covers a full range of activities, including some residential, commercial, office, public and quasi -public. There also is a neighborhood park located to the east between West 9th and West 10th. Another major land use is I-630, or the Wilbur Mills Freeway. The existing zoning is a mix of "R-411, "R-511, "R-6119 110-31f, "C-3" and 11I-2" with no established pattern. The property abuts "I-2" zoning to the north and a small "R-4" lot to the east. Across High Street, the zoning is "C-3" as is the southeast corner of West 10th and High. The Central City Plan shows the general area around the intersection of West 10th and High Street for office/commercial uses. Therefore, the proposed 110-3" reclassification conforms to the adopted plan for the neighborhood. ENGINEERING COMMENTS: None reported. STAFF RECOMMENDATION: Staff recommends approval of the 110-3" rezoning as filed. PLANNING COMMISSION ACTION: (January 2, 1990) The applicant was present. There were no objectors and the item was placed on the consent agenda. A motion was made to recommend approval of the 110-3" rezoning request. The motion was approved by a vote of 11 ayes, 0 nays and 0 absent. 2
