To place a 1,440 square foot temporary classroom building on
an existing church site (sanctuary capacity - 450) of
3.963 +/- acres of land that is zoned "R-2" and to construct
an office and classroom space in future additions.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to a principal arterial (Baseline Road) and a
collector street (Doyle Springs Road).
2. Compatibility with Neighborhood

The site is abutted by vacant land and single family
uses located to the north, south and west, and a
commercial use that is located to the east. The
proposed use is compatible with the surrounding area.
3. On -Site Drives and Parking
The site contains three access drives (one on Baseline
Road and two on Doyle Springs Road) and 117 parking
spaces (58 spaces are paved).
4. Screening and Buffers
The applicant is proposing to use the existing trees
and shrubbery as landscaping.

5. Analysis
The staff does not foresee any adverse impact to the
neighborhood as a result of this proposal. The site
does not contain the necessary paved parking area
(113 spaces required) but does have an adequate parking
area (117 spaces). The immediate proposal (temporary
classrooms) will not increase the parking requirement.
The staff does not have a problem with deferring the
additional paved parking area until the future office
and/or classroom is constructed. The applicant will
need, however, to submit a revised site plan that
contains the necessary information. The revisions
needed are: (1) to specify the height of the building;
(2) to dimension all existing and proposed building
footprints; (3) to locate and dimension all access
drives; (4) to locate and dimension the future parking
area; (5) to provide all exterior boundary dimensions;
and (6) to enumerate the parking spaces existing
(existing and proposed).

Staff Recommendation

at the time of the construction of the future office or
classroom ;pace.

SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with the
staff recommendation. It was also determined that the
applicant would probably be required to provide an in -lieu
contribution for off-site improvements as per the Boundary
Street Ordinance.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 11 ayes to approve the application as
recommended by the staff, reviewed by the Subdivision
Committee and agreed to by the applicant.
