Faith Baptist Church/ Pastor Charles Trull Proposal: To construct a 1,470 square foot Sunday school classroom and office addition to an existing church facility (160 sanctuary capacity) on 0.57 +/- acres of land that is zoned "R-2". ORDINANCE DESIGN STANDARDS: 1. Site Location Adjacent to two residential -streets (Hazel Street and an unbuilt East 2nd Street). 2. Compal i b i I i t_y_w_i_th_Ne i ahbo.r h oo.d_ The site is abutted by a residential use located to the east, a residential and an industrial use to the we=*, an office use to the north and vacant land located to the south. The proposed use should be compatible with the surrounding area. 3. On -Site Drives and Parking The site contains 30 paved parking spaces and access from Hazel Street. 4. Aa. .. lsis ....n........y........... The staff foresees no adverse impact to the surrounding area as a result of the proposed use. The proposal contains 30 paved parking spaces which is 10 short of the current requirement. The staff feels that since the original ordinance requirement was only 32 spaces when the church was built and since the proposed expansion will not increase the church capacity, that the parking short -fall is not a significant issue. 6. City Engineer Comments (1) Close East 2nd Street or build one-half of the improvements for the property's frontage; and (2) Improve Hazel Street as per the Boundary Street Ordinance requirements. 7. Staff Recommendation Approval subject to the applicant agreeing to comply with City Engineering comments numbered 1 and 2. SUBDIVISION COMMITTEE REVIEW: The applicant was present. A general discussion ensued over the street closure issue. The staff recommended to the applicant that he close the alley on his property while he was closing East 2nd Street. Staff also stated that the Planning Commission hearing on this item could suffice as a public hearing for both the street and alley closure. The City Engineer also explained that the Boundary Street Ordinance requires that the construction of off-site improvements take place unless the cost of said improvements is more than 15% of the total cost of the on-site construction. He further stated that if the cost of off- site improvements exceeded the 15% base figure, the applicant would be required to post an in -lieu contribution that would be held by the City until the street was constructed or until ten years had elapsed. Finally, the City Engineer stated that the in -lieu contribution would be returned to the applicant after ten years if the street had not been constructed. The applicant agreed to comply. 7 December 12, 1989 SUBDIVISIONS Item .No. 13 (Continued) PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. The Commission voted 11 ayes to approve the application as recommended by the staff, reviewed by the Subdivision Committee and agreed to by the applicant. 3
