Victory Fellowship seeks approval for the placement of a portable
classroom building on its current church and church school site
adjacent to and to the west of its current gravel parking lot.
The building is proposed to be used for church school rooms.
A. PROPOSAL/REO_ T :
The applicant requests approval for the placement of a
portable classroom building on its current church and church
school site. The proposed portable building is 24 feet by
52 feet, containing 1248 square feet. Its location is shown
to be 72 feet west of the permanent building, with a gravel
parking lot between. Site Plan review is requested for the
addition of this building to the site.
B. EXISTING, C_ONDITION$:
The site is currently zoned C-3, but is totally surrounded
by I-2 land. The applicant currently houses its church and
church school facility in the existing building and has
added the portable classroom building to the site. When
electrical service was requested, zoning enforcement was
notified of the additional building. This prompted the
applicant to seek approval for the action already taken.
C. ENGINEERING/UTILITY QQ_MM NTS:
Engineering reports that they will have no comments.

The Fire Department approved the submittal without comment.
The utility companies had no response.
D. ISSUESILEGALITECHNICAL�/DESIGN:
The portable classroom building was placed on the site
without approval. Enforcement became involved when an
electrical inspection was requested. Approval after the
fact is sought by the applicant.
E. ANALYSIS•
There are no adverse comments to be reported. The documents
submitted by the applicant are sufficient.
F. STAFF RECOMMENDATIQNS:
Staff recommends approval of the request.

the item and noted the absence of comments by engineering and the
utility companies. The Committee forwarded the item to the
Commissions for final resolution.

the item and noted the absence of comments by engineering and the
utility companies. The Committee forwarded the item to the
Commissions for final resolution.
PLANNING COMMISSION ACTION: (OCTOBER 5, 1993)
Staff reported that a call had been received from someone at a
neighboring business indicating that children loading and
unloading from vehicles stopped on 68th. Street were a problem;
that tractor -trailer rigs use 68th. Street for access to the
industrial area behind Victory Fellowship, and that it is
dangerous for children to be crossing the street from stopped
cars. Staff indicated that approval of the applicant's request
needed to be contingent upon the Church providing an adequate
off-street drop-off/pick-up area and restricting patrons of its
school from dropping off or picking up children while the
vehicles are stopped in the street. Chairman Walker asked the
applicant if the Church would agree to this condition, and the
Church's spokesperson indicated that the Church would accept the
condition.
The item was included on the consent agenda for approval and
was passed by the Planning Commission with the vote of 8 ayes,
no nays, 2 absent, no abstentions, and 1 open position.
