STAFF ANALYSIS:
The request is to rezone the site from "R-2" to "R-4" for
the purpose of allowing duplex use. The proposal is to
subdivide the land in question into two lots (Item #2 on
this agenda) and place one duplex on each new lot. The
property to the north is also part of the proposed
subdivision but there are single family residences on the
parcel and a rezoning for the northern one-half of the site
is not being requested.
The property is situated in the southeast part of Little
Rock within one block of the City limits and one-half block
south of Highway #365. Single family residences are the
primary land use found in the neighborhood. Other uses in
the area are multifamily units, commercial, several churches
and a vacant school. Throughout the neighborhood there are
also a number of parcels that are undeveloped at this time.
Zoning is a mix of "R-2", "R-511, "C-3" and "1-2".
The area in question falls within the boundaries of the
Sweet Home District and the adopted land use plan for the
district shows the property and surrounding area for single
family use. It is the staff's opinion that rezoning the
property to "R-4" will not alter the direction of the plan
nor have any noticeable effect on the existing zoning

pattern. Rezoning the property to allow two duplexes is a
reasonable option for the property and staff supports the
proposed reclassification. The addition of four units on
two lots should not have an impact on the density because of
the existing development and should not create any
additional problems for the area.
ENGINEERING COMMENTS:
None reported.
STAFF RECOMMENDATION:
Staff recommends approval of the "R-4" rezoning request as
filed.
PLANNING COMMISSION ACTION: (December 12, 1989)
The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of the "R-4" rezoning as requested. The
motion passed by a vote 11 ayes, 0 nays and 0 absent.
