prezoned the property from C-2 to C-3. A short -form PD -C was
approved for Lot 1 in January of 1996. The Lot 1 use as a

Shop. Access to Lot 1 is from West Markham via a 25 foot drive
through Lot 2.
A. PROPOSAL/REO--EST:
The applicant proposes a single driveway from West Markham
Street which will provide access to both lots. A 13,200
square foot building with 209 parking spaces is proposed.
The building will consist of 9,000 square feet on the first
floor for sales and service with an additional 3,600 square
feet on the second floor for parts and general office.

B. EXISTING CONDITIONS:
The site is wooded with no development. Home Depot is
located to the west and a Lubys cafeteria is under
construction across West Markham.
C. NEIGHBORHOOD COMMENTS:
Staff has received no comments from the public on this
proposed rezoning. The following neighborhood associations
were notified of this project:
o Parkway Place
• St. Charles
• Birchwood
D. ENGINEERING COMMENTS:
PUBLIC WORKS COMMENTS:
1. Grading permit will be required on this new development,
if it disturbs more than one acre.
2. Planned dedication on Markham as shown is acceptable with
staff.
3. Widen Markham 6 feet for inclusion of center left turn
lane. Provide striping plan utilizing 3M 380 & 381
striping tape.
4. Provide signage plans for the development, for Traffic
Engineering approval.
5. Provide street lights on Markham consistent with existing
gay. steel poles.
6. All driveways shall be concrete aprons per City
Ordinance.
7. Stormwater detention ordinance applies to this property.
8. Property frontage needs to have the sidewalks and ramps
brought up to the current ADA standards with any planned
construction.
9. Markham has a 1995 average daily traffic count of 11,000.

Wastewater: Sewer main extension required with easements.
AP&L: Easements required.
Arkla: No comment
Southwestern Bell: Easements required.

Landscape Ordinance except for entrance and exits. The
average buffer width required along West Markham Street is
ten feet. This proposal meets the requirement when averaged
out though a significant portion only has a width of six
feet. Portions of the western landscape strip drop to a
width of two feet. The Landscape Ordinance requires a
minimum width of four feet.
Six percent (3,200 square feet) of the interior of the
vehicular use area must be landscaped with interior islands.
The proposal appears approximately 1,000 square feet short
of this amount. The City Beautiful Commission strongly
urges that as many existing trees, including those on the
street sides, be saved as is feasible. The Landscape
Ordinance allows extra credit be given for preserving trees
