To construct a 7.66 acre expansion (42 spaces) of an
existing mobile home park (lot rentals) on land that is
zoned 11R-711.
ANALYSIS:
The applicant has submitted a site plan that meets the
ordinance minimum of five acres. The proposal is an
expansion of an existing 20.35 acre mobile home park that
is located immediately to the west.
The proposed site plan needs to be revised to include:
(1) A six foot screening fence around the perimeter of the
property; (2) a 25 foot exterior setback/service easement
around the perimeter of the property; (3) a 50 foot access/
private drive easement; (4) lot typicals showing the
proposed location, setbacks, parking pads and relationships
of the proposed units; (5) addition of the adjacent lots and
the street access that is to be provided over them to this
site; (6) dimensions on Lots 367 through 373; (7) Lot 348, a
100 foot minimum length, and Lot 349, 355, 367, 373, 374,
376, 379, and 381, a minimum 60 foot width; (8) a 2100 sq.
ft. paved storage area (for outside storage of boats,
campers, and similar vehicles); and (9) a one -lot plat that
dedicates access and utility easements.
Finally, the applicant has stated that he will widen
Highway 5 to minor arterial standards for the length of the
frontage of the property; construct an opaque fence around
the addition, construct concrete streets 28 feet curb to
curb; underpin all units; provide a 25 foot easement in the
rear of the lots for utilities; and limit the structures to
single -wide units.

Approval, provided the applicant agrees to: (1) Submit a
revised site plan as outlined in the Analysis section; (2)
submit a one -lot plat; and (3) comply with City Engineering
comments numbered 1 through 4.
SUBDIVISION COMMITTEEREVIEW:
The applicant was present. The staff stated that the
expansion of the mobile home park would have one access
point (the northwestern most drive) and that the
southwesternmost stub -out would remain closed. The
applicant stated that he understood the staff's
recommendations and agreed to comply with the exception of
the 2100 square foot storage area requirement. He stated
that each lot was larger than the ordinance requirement,
would have a large concrete pad, and that the site had a
recreation area that exceeded the Zoning Ordinance
requirements by 4300 square feet. The staff stated that due
to the factors cited by the applicant, and the fact that the
original approval did not have a storage area, a variance
appeared to be justified (Zoning Ordinance requirement).
Sewer and water main extensions will be private and will be
accommodated on the one lot plat.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The.
Commission voted 10 ayes, 1 absent, to approve the
application as per the revised site plan as recommended by
the staff.
