Mike Jones 11701 Stagecoach Road Rezone from "R-2" to "R-7" Mobile home park 7.66 acres Existing Use: Vacant SURROUNDING LAND USE AND ZONING: North - Commercial & industrial, zoned "C-3" and "1-2" South - Commercial, zoned "C-4" East - Single family, zoned "R-2" West - Mobile home park, zoned "R-7" STAFF ANALYSIS: The property in question is located on -Stagecoach Road (Highway #5) and the request is to rezone it from "R-2" to "R-7" for a mobile home park. To the west, there is an existing mobile home park and, if the site under consideration is rezoned, the 7.6 acres will be an extension of the developed mobile home park. The only structures on the property are a wood barn and two accessory buildings. A majority of the land is vacant. In addition to the existing mobile home park, other land uses found in the vicinity are a daycare center, commercial and industrial. There is also a single family residence to the west and some of the land is undeveloped. Zoning of the area includes "R-2", "R-7", "C-3", "C-4" and "1-2" with no established zoning pattern. Rezoning the acreage to allow a mobile home park is a reasonable option for the property and is compatible with the other land uses. The existing park is well maintained and has had no visible impact on the surrounding properties. Quality mobile home parks provide a needed housing resource for the City and should be supported whenever possible. The 1 November 14, 1989 I tem. No. .7 - ._Z-5256 (_Cont i n_u.e.d Otter Creek District Plan does identify the site for commercial/industrial uses, but staff feels the proposed use is not a significant departure from the plan's basic direction and endorses the "R-7" reclassification. ENGINEERING COMMENTS: Stagecoach Road (Highway #5) is classified as a minor arterial which requires a right-of-way of 90 feet. The existing right-of-way is deficient so dedication of additional right-of-way will be needed. STAFF RECOMMENDATION: Staff recommends approval of the "R-7" rezoning as filed. PLANNING COMMISSION ACTION: (November 14, 1989) The applicant was present. The item was placed on the consent agenda and nobody objected. A motion was made to recommend approval of the 11R-7" request. The motion was - approved by a vote of 11 ayes, 0 nays and 0 absent. 2
