To place modular buildings on site in two phases: Phase I
will be two buildings (1,679 square feet) containing music
classrooms, rehearsal areas and office space; and Phase II
which will be one building (1,959 square feet) that will
contain a daycare center (50 child capacity) or additional
office space. The two phase development will be constructed
on 2.27 +/- acres of land that is zoned "R-4".
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to two collector streets (14th Street and
Chester Street) and one residential street (Izard).

The site is abutted by vacant land and an office use
(college) to the north and east, and by commercial uses
to the south and west. The proposed uses should be
compatible with the surrounding area.

The proposal calls for one access to be taken from
Izard Street as well as 18 parking spaces.
4. Screening and Buffers
The applicant is proposing to use the large open area
and the existing trees as landscaping.

5. Analysis
The staff foresees no adverse land use impact as a
result of this proposal. The proposed parking (18
spaces) exceeds the ordinance requirement by one space.
Finally, the applicant needs to be advised that the
modular buildings will be required to meet City
Building Codes.
6. City Engineer Comments
(1) As a building permit condition, the applicant will
be required to remove the existing driveway apron
and replace the curb and gutter on Izard Street,
extend the sidewalk approximately 100 feet
southward on Izard Street to West 14th Street, and
construct a handicap ramp at 14th and Izard
Streets.
(2) Conform to detention and excavation ordinance
requirements.
7. Staff Recommendation
Approval, subject to the applicant agreeing to comply
with City Engineering comments nos. 1 and 2.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with the
staff's recommendation. There were no unresolved issues.
PLANNINGCOMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 9 ayes, 0 noes, 1 absent and 1 open
position to approve the application as recommended by the
staff, reviewed by the Subdivision Committee and agreed to
by the applicant.
