representatives from the Downtown Neighborhood Association, and the Fast of Broadway Neighborhood
Association, las well as a number of interested rmiderns from the area around the Old VA Hospita:. The
Purj)ose of the meeting was to discuss the planned uses of the Old VA property and specifically the

The consensus of attending residents sand association members, after the meeting, is that there is NO
OBJECTION to the Revised PCD uses expressed by ATI and South BluffCompany, There are.,
however, several concerns that the neighborhood and associations have expressed during the meeting.
They are as Follows:

The purpose of this communication is to provide instruction to
staff when reviewing any future proposal by the owner of the subject
property to occupy any portion of the building as a hospital
or nursing home.
The Board of Directors, at its meeting on Tuesday night July 16,
directed that this office monitor this property. The purposes
are to assure that involved neighborhood residents were aware of
any proposed hospital or nursing home use. In those instances
where a building permit or occupancy permit or privilege license
is requested, the staff shall provide written notice and/or

SYNOPSIS
A revision to a PCD on 10.4 acres within the existing
structure of the old VA Hospital at 300 East Roosevelt.

PARTICIPATION
Associations were noticed. They responded with a joint
letter dated May 15, 1997. The applicant, Planning Staff
and Mayor Dailey appeared at a neighborhood meeting on
May 13, 1997 to discuss the revisions to the approved
PCD.
The Planning Commission held a public hearing on the
rezoning. The Commission's vote to approve the revised
PCD was 8 ayes, 0 nays and 3 absent.
BACKGROUND This proposed second revision (Z -5239-D) to the PCD
CONTINUED zoning will add the following text in respect to permitted
uses: "
"Apartments, teaching facility, and/or religious, charitable
or philanthropic office coupled with all appurtenant
usages associated therewith, in addition to usages
previously approved."
The anticipated user of the site is a local chapter based on
the "Institute in Basic Life Principals" program.

A meeting was held May 13,1997, at tate 21st Street Alert Center. In attendance were Mr. Charles
Ow.ms, Local Committee members of the Advanced Training institute (ATI), Mayor rim Bailey,
representatives from the Downtown Neighborhood Association, and the East.ofBroadwray Neighborhood
Association,las well as a number of interested reside % from the area around the Old VA Hospital. The
Purpose of t�e meeting was to disc= the planed uses of the Old VA property and spoacally the
Rc%ised PCD application scheduled for hearing before the Little Rock planning Commission on May 1 S.
The consensus of attending residents e-nd association members, after the meeting„ is that there is NO
OB.lEMoN to the Revised PCD uses expressed by ATI and South BluffCompatty. There ate,
how ver, seyeral contests that the neighborhood W associations have expressed durins the ineeting.

INSTITUTE IN BASIC LIFE PRINCIPLES
The Institute in Basic Life Principles, Inc. (IBLP) is a charitable, religious, and
educational organization established in 1961 for the purpose of working with young people and
their families. At that time, the primary focus of the organization was a special course taught by
Mr. William Gothard, the organization's founder, on dealing with issues facing young people.
The course was a product of Mr. Gothard's fifteen years of work with youth in many settings,
including high school campuses, church youth groups, and neighborhood gangs. Since that time,
the scope of the ministry has grown, all the while maintaining the same focus on the problems
facing young people.
The initial course was developed into a week-long seminar called Basic Youth Conflicts
which now has two and one-half million alumni. The seminar teaches seven basic principles
which are essential to the life of a young person. Special application of the principles is made in
the areas of dealing with authority, responding to irritations, dealing with root problems rather
than surface issues, obtaining moral freedom, and finding true success in life.
As seminar alumni have applied these principles to their own lives, marriages, and families,
a second generation of sons and daughters have grown up with a knowledge of the principles taught
in the seminar. In 1983, the Advanced Training Institute (ATI) was established for the purpose of
equipping parents to train their sons and daughters at home in accordance with the principles of
Scripture without compromising academic excellence.
The character and skills of ATI students have impacted people all over the world.
Numerous opportunities have become available for ATI students to teach other students in
Russia, Taiwan, New Zealand, and in many cities throughout the United States, including
Indianapolis, the location of the Indianapolis Training Center. One of the most recent
opportunities has arisen in Oklahoma City, Oklahoma. As of February 3rd of this year, ATI
students have begun to teach character in the public school classrooms of Oklahoma City.
Approximately forty Institute young people have been equipped to train elementary school
students in various character qualities. This training is imparted through story -telling, skits,
hands-on projects, and various written publications. The Institute was invited to bring its students
into the public school classrooms as a means of combating a growing crisis in American schools.
Educators have begun to rediscover the importance of moral values and character in the lives of
students. Because parents have in many cases failed to adequately instill these qualities in their
children's lives, schools must deal with the lack of integrity, honesty, responsibility and respect
for authority which these students demonstrate.
The Institute offers many different programs at its training centers. The ALERT (Air
Land Emergency Resource Team) Program is conducted at the Northwoods Conference Center
in Watersmeet, Michigan. The EQUIP (Establishing Quick Understanding In Precepts) Program
is at the Indianapolis Training Center; the EXCEL (Excellence in Character, Education, and
Leadership) Program is based out of the Dallas Training Center; and Corporate Leaders' Training
takes place at the Oklahoma Training Center in Oklahoma City.

the State of Arkansas. This use is intended to fill
that level of child care between unregulated
babysitting and day care center.
Drugstore or pharmacy means a facility for
preparing, preserving, compounding and dispens-
ing drugs and medicines; and may include the
display and sale of other merchandise such as
cosmetics, notions, fountain service and similar
items.
Duplication shop means a facility for the repro-
duction and copying of printed material or draw-
ings.
Eating place with drive-in service means an
establishment which by design of physical facili-
ties or by the type of service and packaging
permits or encourages the purchase of prepared,
ready -to -eat foods for consumption on or off the
premises and which does permit consumption on
the premises in motor vehicles.
Eating place without drive-in service means an
establishment where food is available to the gen-
eral public primarily for consumption within a
structure on the premises or which by design of
physical facilities or by type of service and pack-
aging permits or encourages the purchase of pre-
pared, ready -to -eat foods intended for consump-
tion off the premises, and where the consumption
of food in motor vehicles on the premises is
neither permitted nor encouraged.
Establishment of a religious, charitable or phil-
anthropic office means the offices and activities
sponsored or operated by organizations estab-
lished for religious or philanthropic purposes,
including but not limited to homes for the aged,
- resident homes for the indigent or handicapped,
training and educational facilities, and similar
establishments.
Establishment for care of alcoholic, narcotic or
psychiatric patients means an establishment of-
fering residence for outpatient treatment to alco-
holic, narcotic or psychiatric patients.
Estate sales means a retail sales use that is
typically- located on the premises of a person or
persons desirous of disposing of household posses-
sions. This use shall be limited to the sales of

furniture or household possessions from that res-
idence. The accumulation of articles from more
than one (1) household shall not be offered for sale
at a single residential location.
Family care facility means a facility which
provides resident service in a family -like environ-
ment to six (6) or fewer individuals and not more
than two (2) staff personnel. These individuals
require a minimal level of supervision and are
provided service and supervision in accordance
with their individual needs.
Feed store means a facility for the sale of grain,
prepared feed and forage for pets, livestock and
fowl, but not involving the grinding, mixing or
commercial compounding of such items.
Florist shop means a facility for the retail sale
of cut or uncut flowers and ornamental plants and
accessory items. Enclosure of use required.
Food store means an establishment where foods
and associated items are kept and displayed for
retail sales.
Foundry or metalworks means a facility for the
melting, smelting, molding or otherwise process-
ing or manufacturing of metallic minerals.
Furniture repair store means a facility for re-
pairing and reupholstering furniture, including
specialized equipment.
Furniture store (new) means a retail facility for
displaying and selling new furniture, and may
also include appliances such as radios, televi-
sions, stereos, refrigerators, stoves and lawn fur-
niture.

Glass/glazer, (installation, repair and sales)
means a business whose principal activity is the
cutting, setting and finishing of glass for residen-
tial or business buildings and the sales of glass
and appurtenances.
Grain elevator or feed mill means a facility for
