Central City - 8 STATEMENT OF PROPOSAL: Southbluff Co., an Arkansas Corporation, was formed by its principals as a company to own and operate their acquisition of what is known as the "Old V.A. Medical Center," located at 300 E. Roosevelt. The property consists of two tracts of land of 8.99 acres and 1.43 acres each. The larger tract contains the main building, approximately 500,000 sq. ft. and security building 3,488 sq. ft. The smaller tract contains two buildings of 9,780 sq. ft. and 7,600 sq. ft. buildings. The intended use for the property, includes a mix of offices, mini -storage, clinics, record and document storage, cold storage, light manufacturing and other similar uses. SUBDIVISION ITEM NO. 4 Continued A. PROPOSAL RE UEST: This application consists of a proposal to -use the existing "Old V.A. Hospital" facility as offices, mini - storages, clinics, light manufacturing and other similar uses. B. EXISTING CONDITIONS: The site is occupied by former V.A. Hospital --buildings and parking. The site is fenced and all streets are in place. C. ENGINEERING COMMENTS: No engineering review comments (based on the assumption that no new exterior construction of consequence is proposed). D. ISSUESILEGALITECHNICAL/DESIGN: There are no issues associated with this Long -Form PCD. E. ANALYSIS: The Planning Staff Review of the PCD reveals no problems with the proposal as presented. F. STAFF -RE MMENDATION: Staff recommends approval of the PCD application as filed. SUBDIVISION_COMMITTEE MEETING (January 31, 1991) Mr. Charles Owen was present as the representative of the application. Mr. Owen described the PCD and various elements of the proposal. He indicated that he would like to use the "old VA Hospital" property for offices, storage, and light manufacture. A lengthy discussion followed, principally dealing with the land use concerns, access and the close proximity of the residential neighborhood. Mr. Owen responded to several questions from the committee concerning whether or not the proposed uses would have an impact on the adjacent residential property. 1 SUBDIVISION ITEM NO. 4 Continued The result of the discussion was that Mr. Owen would pursue the possibility of making a specific commitment for tract 2 and meet with the Planning staff to further discuss his proposal. There being no further items for discussion, the matter was forwarded to the full commission for resolution. STAFF REPORT AND UPDATE The Planning staff held a phone conversation with the applicant on February 4, 1991. It was agreed that the applicant would use East 24th Street east access for public access and he will also get approval from the Planning staff for the tenant on tract 02. PLANNING COMMISSION ACTION (February 12, 1991) There were several objectors in attendance. The application was represented by Mr. Charles Owen of the Southbluff Company. The Planning Staff presented its recommendation on this matter, the recommendation being approval of the PCD application for office, storage, clinics, and all I-1 enclosed uses for Tract 2. The Chairman then asked Mr. Owen to present his application. Mr. Owen offered a lengthy presentation wherein he agreed with the staff's recommendation. He also stated that the entrance on the East 24th Street will not be used by his tenants. A lengthy discussion of the PCD followed with several Commissioners asking questions concerning access to the property, building usage, and close neighborhood of the day care "Our House." Mr. Owen responded by pointing out that the day care property is located between Tract 1 and Tract 2 and is under a separate ownership from this development proposal. The Commission Chairperson then asked the first listed objector present, Mrs. D. Leonard to present her position. Mrs. Leonard stated that they had selected a spokesperson, Mrs. C. Tabron, to represent the neighborhood. 1 SUBDIVISION ITEM NO. 4 (Continued Mrs. Tabron offered concerns about the compatibility of this use with the neighborhood and the direct property line relationship between industrial and single family. She indicated that the people she represents are concerned about increase in crime, noise, traffic and drainage problems. Commissioner Collins then requested information on the specifics of how the uses of this PCD can be narrowed down. Mr. Lawson from the Planning Department stated that -this PCD is a very unusual one and it is difficult to determine the exact use for the property. A lengthy discussion of the PCD followed involving several of the commissioners, applicant, and the planning staff to determine the appropriate use for the above property. It was determined that the applicant will have all I-1 listed enclosed uses, take access from Roosevelt Road only for Tract 1 and can use other access points for emergency only, and also will not have any industrial uses 100 ft. measured in the horizontal plane, from any point of the building to the property line. The motion was made to approve this PCD as amended and was passed by a vote of 9 ayes, 0 nays, and 2 absent. K
