HomeMy WebLinkAbout16012 1 RESOLUTION NO. 16,012 2 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 4 15,539 (SEPTEMBER 21, 2021), TO STATE THAT THE TOTAL COST OF 5 THE U. S. BANK CONTRACT FOR THE PURCHASE OF PREPAID U. S. 6 BANK VISA REWARDS CARDS SHALL NOT EXCEED TWO 7 HUNDRED THIRTY-SEVEN THOUSAND, ONE HUNDRED EIGHTY- 8 TWO DOLLARS ($237,182.00), PLUS APPLICABLE TAXES AND FEES; 9 AND FOR OTHER PURPOSES. 10 11 WHEREAS,on August 3, 2021,the Board of Directors of the City of Little Rock, Arkansas("City") 12 adopted Little Rock, Ark., Resolution No. 15,518 and established allocations for the primary intended 13 uses of a portion of the first tranche of American Rescue Plan Act ("ARPA") Local Fiscal Recovery 14 Funds, for appropriate purposes; and, 15 WHEREAS, Resolution No. 15,518 included an allotment of Seven Hundred Thousand Dollars 16 ($700,000.00) for COVID-19 Mitigation and Prevention, including eligible vaccination incentives and 17 public communication efforts; and, 18 WHEREAS, incentives such as prepaid rewards cards are reasonably expected to increase the 19 number of people who choose to get vaccinated or to motivate people to get vaccinated sooner than they 20 otherwise would have; and, 21 WHEREAS, on August 13, 2021, the City issued Bid No. 1341, and upon the closing of the bid on 22 August 23, 2021, U. S. Bank was the lowest responsible bid among three (3) total responses received; 23 and, 24 WHEREAS, on September 21, 2021, the City Board of Directors adopted Little Rock Ark., 25 Resolution No. 15,539 to authorize the City Manager to execute a contract with U.S. Bank, in an amount 26 not to exceed Seven Hundred Thousand Dollars ($700,000.00) to provide prepaid U. S. Bank VISA 27 Rewards Cards in varying denominations of Fifty Dollars ($50.00) and One Hundred Dollars ($100.00) 28 and in incremental quantities for COVID-19 vaccination incentives; and, 29 WHEREAS,on April 5, 2022,the City Board of Directors adopted Little Rock, Ark., Resolution No. 30 15,662 to amend Section 4(B) of Resolution No. 15,518 to decrease the total amount of the expenditures 31 for COVID Mitigation and Prevention from Seven Hundred Thousand Dollars ($700,000.00) to Three 32 Hundred Thousand Dollars($300,000.00); and, 33 WHEREAS, on June 6, 2023, the City Board of Directors adopted Resolution No. 16,011, to amend 34 Resolution No. 15,662 (April 5, 2022) to decrease the total amount of expenditures for COVID 35 Mitigation and Prevention from Three Hundred Thousand Dollars($300,000.00) to One Hundred Ninety- lPage I of 21 1 Nine Thousand, Five Hundred Thirty-Two Dollars ($199,532.00) in order to repurpose Thirty-Seven 2 Thousand, Six Hundred Fifty Dollars ($37,650.00) for disaster relief under the Lost Revenue for 3 Government Services category and to repurpose Sixty Two Thousand, Eight Hundred Eighteen Dollars 4 ($62,818.00) under the Lost Revenue for Government Services category for costs associated with the 5 March 31,2023 EF-3 tornado; and, 6 WHEREAS, it is now necessary to amend Resolution No. 15,539 in order to accurately reflect the 7 not to exceed amount for the U. S. Bank VISA Rewards Card contract of Two Hundred Thirty-Seven 8 Thousand,One Hundred Eighty-Two Dollars($237,182.00), plus applicable taxes and fees. 9 NOW,THEREFORE, BE ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF 10 LITTLE ROCK,ARKANSAS: 11 Section 1. Section 1 of Resolution No. 15,539 (September 21, 2021) is hereby amended to state that 12 the total cost of the U. S. Bank contract for the purchase of prepaid U. S. Bank VISA Rewards Cards shall 13 not exceed Two Hundred Thirty-Seven Thousand, One Hundred Eighty-Two Dollars ($237,182.00), plus 14 applicable taxes and fees. 15 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 16 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 17 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 18 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 19 ordinance. 20 Section 5. Repealer.
