HomeMy WebLinkAbout16007 1 RESOLUTION NO. 16,007 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONSTRUCTION CONTRACT WITH CARSON&ASSOCIATES, 5 INC., IN AN AMOUNT NOT TO EXCEED THREE HUNDRED THIRTY- 6 FOUR THOUSAND, EIGHT HUNDRED SEVENTY-FIVE DOLLARS 7 ($334,875.00), FOR THE REHABILITATION OF THE JERICHO WAY 8 DAY RESOURCE CENTER, LOCATED AT 3000 SPRINGER 9 BOULEVARD, LITTLE ROCK, ARKANSAS, UTILIZING EMERGENCY 10 SOLUTIONS GRANT MATCH INVESTMENT PARTNERSHIPS I I PROGRAM FUNDS; AND FOR OTHER PURPOSES. 12 13 WHEREAS, the Department of Housing and Neighborhood Programs Community Development 14 Division seeks authorization to enter into a Construction Contract with Carson & Associates, Inc., for the 15 rehabilitation of the Jericho Way Day Resource Center, located at 3000 Springer Boulevard, for an amount 16 not to exceed Three Hundred Thirty-Four Thousand, Eight Hundred Seventy-Five Dollars ($334,875.00), 17 which includes a 20%contingency;and, 18 WHEREAS,specifications for Bid No. 2114 were developed to obtain competitive, qualified bids to 19 rehabilitate the property located at 3000 Springer Boulevard;and, 20 WHEREAS, Carson & Associates, Inc., provided the only responsive, responsible bid meeting 21 specifications; and, 22 WHEREAS, in an effort improve the structure conditions for Jericho Way Day Resource Center and 23 the homeless population,the kitchen&dining hall shall be rehabilitated to assist those residents confronting 24 homelessness;and, 25 WHEREAS,this project will improve the health and well-being of patrons;and, 26 WHEREAS,the City has worked in partnership with this Jericho Way for ten(10)years;and, 27 WHEREAS, the City of Little Rock received an allocation of Emergency Solutions Grant Match 28 Investment Partnerships Program (CDBG-CV) Funds from the U.S. Department of Housing and Urban 29 Development(HUD)to acquire, develop and/or rehabilitate housing for low to moderate-income persons; 30 and, 31 WHEREAS,The City of Little Rock receives an annual allocation of HOME Investment Partnerships 32 Program(HOME)Funds from the U.S. Department of Housing and Urban Development(HUD)to acquire, 33 develop and/or rehabilitate housing for low to moderate-income persons. [Page 1 0121 1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. The City Manager is authorized to execute a construction contract with Carson & 4 Associates, Inc., for the rehabilitation of the Jericho Way Day Resource Center, located at 3000 Springer 5 Boulevard,for the amount of not to exceed Three Hundred Thirty-Four Thousand,Eight Hundred Seventy- 6 Five Dollars($334,875.00), which includes a 20%contingency. 7 Section 2. Source funding is available from the DHS-ESG MATCH Funding, Funding Source-ESG 8 Match-COVID. 9 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju- 11 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect 12 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso- 13 lution. 14 Section 4. Repealer.
