HomeMy WebLinkAbout16005 1 RESOLUTION NO. 16,005 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONSTRUCTION CONTRACT WITH PLATINUM DRYWALL, 5 INC., IN AN AMOUNT NOT TO EXCEED SIX HUNDRED TWENTY- 6 FOUR THOUSAND DOLLARS ($624,000.00), FOR THE DEVELOPMENT 7 OF THREE (3) NEW PROPERTIES, LOCATED AT 4701, 4705 & 4707 8 CHARLES BUSSEY AVENUE, LITTLE ROCK, ARKANSAS, UTILIZING 9 HOME INVESTMENT PARTNERSHIP FUNDS; AND FOR OTHER 10 PURPOSES. 11 12 WHEREAS, City of Little Rock receives an annual allocation of HOME Investment Partnership 13 Program Funds from the U.S. Department of Housing and Urban Development(HUD)to acquire,develop 14 and/or rehabilitate housing for low to moderate income persons; and, 15 WHEREAS,the City wishes to enter into a contract with Platinum Drywall, Inc., for the development 16 of three(3)new construction properties located at 4701,4705&4707 Charles Bussey Avenue,Little Rock, 17 Pulaski County, Arkansas, in an amount not to exceed Six Hundred Twenty-Four Thousand Dollars 18 ($624,000.00); and, 19 WHEREAS,all three(3)properties are located in Ward 1 and the property details are as follows: 20 1. Bid No.2073,with one(I)bid received,provided for New Home Construction at 4701 21 Charles Bussey Avenue, Lot 4; Block 1, Hyde Park Subdivision to the City of Little 22 Rock Pulaski County, Arkansas, 72204, with 1,243 of livable square-feet, three (3) 23 bedrooms,two(2)baths,kitchen,great room,breakfast area,utility room,two(2)Car 24 garage and cost per square-foot under roof to develop this property is One Hundred 25 Eighteen Dollars ($118.00) per foot and a bid amount of One Hundred Ninety-Eight 26 Thousand Dollars($198,000.00). 27 2. Bid No.2074, with one(1)bid received,for New Home Construction at 4705 Charles 28 Bussey Avenue, Lot 5; Block 1, Hyde Park Subdivision to the City of Little Rock, 29 Pulaski County, Arkansas, 72204, with 1,480 of livable square-feet, three (3) 30 bedrooms, two (2) baths, kitchen, living room, dining area, laundry area, two (2)car 31 garage (rear-loading), front and back porch for a cost per square-foot under roof to 32 develop this property is Ninety-Nine Dollars ($99.00) per foot and a bid amount of 33 Two Hundred Thirteen Thousand Dollars($213,000.00). Bid No. 2075,with one(1)bid received, for New Home Construction at 4707 Charles 2 Bussey Avenue, Lot 6, Block 1, Hyde Park Subdivision to the City of Little Rock, 3 Pulaski County, Arkansas, 72204, The property is 1,480 livable square-feet, three(3) 4 bedrooms two (2) baths, kitchen living room, dining area, laundry area, two (2) car 5 garage(rear-loading),front and back porch. Cost per square-foot under roof to develop 6 this property is Ninety-Nine Dollars ($99.00) per foot and a bid amount of Two 7 Hundred Thirteen Thousand Dollars($213,000.00). 8 WHEREAS, the properties will be owned by the City of Little Rock and developed using HOME 9 Funds then sold as affordable housing to low to moderate income home buyers; and, 10 WHEREAS,pursuant to Ark. Code Ann. § 14-54-302 (West Supp. 2019),a resolution is necessary to 11 accomplish such a transfer of municipal property. 12 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 13 OF LITTLE ROCK,ARKANSAS: 14 Section 1. The City Manager is authorized to enter into a Contract with Platinum Drywall,Inc.for the 15 development of three(3)new construction properties in Ward 1 for an amount not to exceed Six Hundred 16 Twenty-Four Thousand Dollars($624,000.00), utilizing Home Investment Partnership Funds for: 17 1. Funds for these purchases are available HOME Investment Partnerships Program Funds 5 (Entitlement Funds& Program Income),Account No. 240009-G58720-G58721. 6 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju- 8 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect 9 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolu- 10 tion. 11 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with 12 the provisions of this resolution,are hereby repealed to the extent of such inconsistency. 13 ADOPTED: June 6,2023 14 • .
