3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH JHL BUILDERS,INC., IN AN AMOUNT NOT
5 TO EXCEED FIFTY-SIX THOUSAND DOLLARS ($56,000.00), PLUS
6 APPLICABLE TAXES AND FEES, TO CLEAR LOTS IN PREPARATION
7 FOR HOUSING DEVELOPMENT IN THE EUCLID PLACE
8 NEIGHBORHOOD OF LITTLE ROCK, ARKANSAS, UTILIZING HOME
9 INVESTMENT PARTNERSHIP PROGRAM FUNDS; AND FOR OTHER
10 PURPOSES.

12 WHEREAS,The City of Little Rock receives an annual allocation of HOME Investment Partnership
13 Program(HOME)Funds from the U.S. Department of Housing and Urban Development(HUD)to acquire,
14 develop and/or rehabilitate housing for low to moderate-income persons;and,
15 WHEREAS, the Department of Housing and Neighborhood Programs Community Development
16 Division developed specifications for Bid No. 2125 to obtain competitive,qualified bids to clear seven (7)
17 lots to prepare for the development of seven(7)single-family affordable housing units located in the Euclid
18 Place Neighborhood to be sold to an eligible low-to-moderate income buyer; and,
19 WHEREAS,JHL Builders, Inc., provided the only responsive, responsible bid meeting specifications
20 for a total cost of Fifty-Six Thousand Dollars($56,000.00), plus applicable taxes and fees;and,
21 WHEREAS,Housing&Neighborhood Programs seeks authorization to enter into a contract with JHL
22 Builders, Inc.,to clear seven (7)residential lots to prepare for the development of seven (7)single-family
23 affordable housing units located in the Euclid Place Neighborhood to be sold to eligible low-to-moderate
24 income buyers;and,
25 WHEREAS, source funding is available using HOME Investment Partnership Program Funds
26 (Entitlement Funds), Account No. 240009-G58720.
27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The City Manager is authorized to execute a contract with JHL Builders,Inc.,to clear seven
30 (7) lots to prepare for the development of seven (7) single-family affordable housing units located in the
31 Euclid Place neighborhood for the amount of not to exceed Fifty-Six Thousand Dollars($56,000.00)plus
32 applicable taxes and fees.
33 Section 2. Source funding is available using HOME Investment Partnership Program Funds
34 (Entitlement Funds), Account No. 240009-G58720.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
3 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
4 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso-
5 lution.
6 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
