HomeMy WebLinkAbout16003 RESOLUTION NO. 16,003 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH ARKANSAS REGIONAL COMMISSION, IN 5 AN AMOUNT NOT TO EXCEED ONE HUNDRED TWELVE 6 THOUSAND, FOUR HUNDRED SIXTY-EIGHT AND 87/100 DOLLARS 7 ($112,468.87), FOR HOUSING OPPORTUNITIES FOR PERSONS WITH 8 AIDS (HOPWA), FOR A ONE (1)-YEAR PERIOD; AND FOR OTHER 9 PURPOSES. I0 11 WHEREAS, the City of Little Rock, Arkansas, receives an annual allocation of Housing 12 Opportunities for Persons with AIDS (HOPWA) Funds from the United States Department of Housing& 13 Urban Development(HUD);and, 14 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to 15 administer the Housing Opportunities for Persons with AIDS (HOPWA) Program for a six (6)-County 16 area including: Pulaski; Faulkner; Saline; Lonoke; Perry;and Grant Counties; and, 17 WHEREAS, funding through the HOPWA Program was designated for housing assistance and 18 appropriate supportive services for low-income persons HIV positive;and, 19 WHEREAS, the City issued a Request for Qualifications (Bid No. 1493) dated January 7, 2022, to 20 procure a service provider of the HOPWA Assistance; and, 21 WHEREAS, on February 11, 2022, the Arkansas Regional Commission was selected by the 22 Selection Committee to provide HOPWA Services for the Counties of Grant, Lonoke, Perry & Saline; 23 and, 24 WHEREAS, Resolution No. 15,638 (March 15, 2022) authorized the City to enter into a contract 25 with the Arkansas Regional Commission for a period of one (1)-year with the option to renew the term 26 two(2)times in one(1)-year increments;this is the first year of the two(2)-year option to renew;and, 27 WHEREAS, the Arkansas Regional Commission will provide Tenant-Based Rental Assistance, 28 Short-Term Rent, Mortgage, and Utilities Assistance, Permanent Housing Placement Services, and 29 Supportive Services in the Counties of Grant, Lonoke, Perry&Saline;and, 30 WHEREAS,the City receives an annual allocation of HOPWA Funds from HUD,and the contract is 31 consistent with the City's adopted Citizen Participation Plan and the Consolidated Planning Committee 32 and the recommended sources and uses of the City's 2021-2022 HUD Entitlement Funds. 33 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 34 OF LITTLE ROCK,ARKANSAS: IPage I of 21 1 Section 1. The Board of Directors hereby approves funding to the Arkansas Regional Commission of 2 One Hundred Twelve Thousand, Four Hundred Sixty-Eight and 87/100 Dollars ($112,468.87) for a one 3 (1)-year term, with an option to renew the term for one (1) additional one (1)-year increment, with the 4 right to terminate the agreement upon completion of the Federally-Funded Housing Programs. 5 Section 2. The recommended sources for funding and uses are from the City's 2021-2022 HUD 6 Entitlement Funds. 7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 11 resolution. 12 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent 13 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency. 14 ADOPTED: June 6,2023 15 • `/'.
