Dear Mr. Wood,
The Little Rock School District, Plant Services Department,submits this
letter as application to the Little Rock Planning Difector pursuant to
the provisions of chapter 36 of the Little Rock Code of Ordir:ance, as
amended, requesting three temporary school building site permits.
C.
The district proposes to add four temporary classroom buildings on the
sites as shown on the enclosed surveys of Wakefield, Watson, and Williams
Elementary Schools.
The classrooms are necessary for additional educational space for students
and it is intended that they be used as such until June 15, 1-�}�9, at which

RE: Opague Fences Requested by City for Several Facilities.
Dear Mr. Scott
Per our conversation Monday, July 16, 1990, in reference to
opague fences the city is requesting we build at several of our
schools. Once again the district is requesting a waiver on this
matter. The reasons we are requesting this waiver are as follows:
1. The fences you are requesting we build would not conceal the
visibility of the portable buildings from the surrounding area.
2. Once again I mention that these buildings are on a temporary
basis with a remaining time of 1 1/2 to 2 years, and the cost
of building the fences would be phenomenal.
Your correspondence to this matter and all other previous
matters would be greatly appreciated by this office.

Subject: Portable buildings for placement on several Little
Rock School campuses
Dear Mr. Robinson:
The purpose of this communication is to provide a response
to the several submissions by your office dealing with
portable classrooms. Within the body of this letter I will
deal with the seven (7) school sites which remain in my
office for review.
The several sites reviewed have all been approved on a
conditional basis for placement on the various school lots.
Each of the schools were approved on the following basis.
Gibbs Elementary
1. The underpinning of the buildings is required.
2. Secure the structure to the ground with the
appropriate devices.
3. Obtain building permits and review for Code
compliance.
.Bale Elementary.
1. The underpinning of the building is required.
2. The structure should be located so as to orient
the doors to the sidewalk on the south side.
3. A ten (10) foot minimum building separation should
be maintained between this structure and all other
buildings. This will include covered walks and
porticos.
4. Building permit review is required for Code
compliance.
5. The structure should be properly secured to the
ground.

1. Direct all security lighting away from adjacent
residential areas on the north.
2. The underpinning of the unit is required.
3. Doors should be oriented to the east of the
building.
4. A minimum ten (10) foot building separation is
required between this structure and other
buildings, walk covers and porticos.
5. Building permit review is required for Code
compliance.
Fair Park Elementary
1. The buildings are to be painted a color compatible
with the existing school brick color scheme. This
includes the existing building. The color should
be brown or tan.
2. The underpinning of the buildings is required.
3. Erect a six (6) foot opaque fence along the east
and south sides of the buildings to screen the
existing residential properties along the south
side of Woodlawn.
4. All security lighting is to be directed away from
the neighborhood houses.
5. Access doors should be oriented to the west side
of the structure.
6. A minimum twenty-five (25) foot setback should be
provided from Woodlawn to meet the minimum setback
requirements for the zoning district.
7. A ten (10) foot building separation is required
between all structural elements.
8. Building permit review is required for Code
compliance.
9. The structure should be properly secured to the
ground.

Wakefield Elementary
1. Provide a six (6) foot opaque fence along the west
side of the structure running north and south for
a distance of fifty (50) feet beginning twenty-
five (25) feet north of the driveway line.
2. Underpinning of the structure is required.
3. Proper attachment to the ground should be
provided.
4. The doors should be oriented to the north.
5. The existing parking spaces along the driveway
adjacent to the structure site should be paved to
provide an all-weather surface from the point of
entry off Lancaster Road to the point of curvature
of the curb adjacent to the kitchen area. This
requirement is in lieu of lost spaces where the
double head -in parking is now provided on the
proposed structure site.
6. Provide a ten (10) foot minimum building
separation for all structural elements.
7. Building permit review is required for compliance
with construction codes.
8. Ail lighting should be directed away from adjacent
residential areas.
Williams Elementary
1. The two new structures and the existing 12' x 56'
portable should be painted to a compatible color
so as to eliminate the sharp contrast between the
typical white or beige aluminum finish and the
existing school structure.
2. Provide underpinning.
3. Face doors to the east onto the walkway.
4. Provide a six (6) foot opaque wood fence along the
south line of the buildings from the tree line on
the west to the near corner of the main building
so as to screen activity areas from the
residential area to the south.
5. Building permit review is required for compliance
with Building Codes.
6. A ten (10) foot minimum building separation is
required between all structural elements.
7. All lighting should be directed away from the
residential area to the south.
A copy of the several approved site plans is attached to
this communication for your use in obtaining the required
building permits. Immediate contact should be made with the
commercial building permit inspector for purposes of
determining the procedure for the moving of existing
structures and the establishment of new structures delivered

from out of state. Mr. Roy Beard of the Building Codes
office has received the detailed plan elements for the
buildings and has reviewed these for compliance with
Building Codes. This should expedite review of the several
permits.
I will remain available to work with you on the completion
of your permit requirements and the establishment of the
structures. If you have need for my assistance, do not
