Dear Sirs:
The Little Rock School District Plant Services Department submitsthis letter and
all attached documents as application to the Little Rock Planning Director pursuant
to the provisions of Chapter 36 of the Little Rock Code of Ordinances, as amended,
requesting two temporary School Building Site Permits.
The District proposes to add two temporary classroom buildings on the sites as
shown on the enclosed survey of Cloverdale Jr. High School, 6300 Hinkson Rd.,
Little Rock, AR 72209.
The classrooms are necessary for additional educational space for students and it
is intended that they be used as such until June 15, 1994, at which time they will
be removed.

Attached is a layout of the proposed siting of two
classrooms for use by Cloverdale Junior High School. These
buildings have been proposed and submitted for our review
under the provisions of Ordinance No. 15,710 enacted by the
Little Rock Board of Directors on July 18, 1989. This is a
new procedure whereby the Planning Staff will review the
placement of all temporary school structures. A copy of
this ordinance is attached for your future use and
reference. As you will note from the reading of this
ordinance, I require a comment from your office as to the
appropriateness of the siting of these buildings. You
should concern yourselves with spacing, safety, fire hazard
and accessibility by vehicles and pedestrians. I am
required to respond to the School Board no later than
twenty-one (21) days following the filing of this matter.
That deadline has been set for August 15, 1989. 1 would
appreciate your comments no later than August 10, 1989.

AN ORDINANCE AMENDING ARTICLE V, CHAPTER 36,
OF THE CODE OF ORDINANCES OF THE CITY OF
LITTLE ROCK, ARKANSAS PROVIDING FOR THE
ESTABLISHMENT OF REGULATION OF TEMPORARY
PUBLIC SCHOOL BUILDINGS/USES; ESTABLISHING A SUNSET
PROVISION AND DECLARING AN EIOFRGENCY
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Article V, Chapter 36, of the Code of
Ordinances be amended to provide for the insertion of a rev;
section to be numbered 36-203, and to read as follows:
SECTION 36-203. TEMPORARY PUBLIC SCHOOL BUILDINGS AND
USES.
(a) GENERAL PURPOSE. The purpose of :nis sectior is
to provide procedures for the placement of
accessory buildings/uses on orcoerties owned by
and for the Little Rock School District and to
establish standards by which such buildings/uses
can be evaluated. Only. -"lose structural types anc
uses identified may be placec on any scnoci
property in any zoning district where lis:ed. !n

Code Official, and the City Engineer. The
Director shall cause a field inspection to be made
of the proposed site for purposes of evaluating
the proposal. The adopted neignbo►hood land use
plan, community facilities plan or other master
plan components shall be considered.

(c) DEVELOPMENT STANDARDS. In, carrying out the
purpose of this section, the following use and
design standards shall be subject to the review
and approval of the Planning Director. The
appropriateness of these standards and compliance
therewith shall be determined for each specific
placement of a temporary school building/use.
The proposed use is designed, located and
proposed to be operated; -such that the public
health, safety, welfare and convenience will
be promoted.
2. The proposed land use is compatible with, and
will not adversely affect, other properties
in the area where it is proposed to be
located.
3. The current zonino classification of the land
permits a public school as a use by rignt or
conditional use permit.
4. The size and shape of the site and the size,
shame and-arraneement of proposed structures
are in keeping with the intent of this
chapter.

larger than twenty-four (24) inches by
thirty-six (30) inches and no smaller than
twelve (12) inches by twenty-four (24) inches
and including:
a. Graphic scale ane north arrow.
b. Lot lines.

C. Existing and proposed vehicular and
pedestrian circulation systems,
including streets, alleys, walkways,
service areas and .loading areas, the
location and arrangement of off-street
parking areas, and all points of
vehicular ingress and egress.
d. Proposed perimeter treatment of the
property indicatinq screening materials
to be used includi:ig fences, walls and
plant -materials together with a
description of the uses, setbaci:s and
their relationship to surrounding areas.
e. Location and dimension of all existing
and proposed utility and street
easements and ell existing puolic
improvements within the site.

approved site plan. In no instance shall the
initial review process exceea twenty-one (21)
consecutive days from the filing date.

(f) USE PROVISIONS. The provisions of these
regulations snall extend to accessory uses within
temporary buildings utilized by the Little Rock
School District. Approvals of buildings and uses
shall be limited to up to a five-year period, as
determined by the Planning Director. Each
building/use authorized by the Planning Director
shall be removed from the site after expiration of
the approved time period.
(g) SUNSET PROVISION. The provisions of this Section
36-203 shall automatically terminate after a
period of five (5) calendar years from the date of
adoption.
SECTION 2. That unless the provisions of this
ordinance are put into effect immediately, the Little Rock
School District will be unable to promptly meet enrollment
and special program requirements, and the public peace,
health, safety and welfare of the citizens of Little Rock
will be adversely affected. Therefore, an emergency is
hereby declared to exist and this ordinance shall be in ful
force and effect immediately after its passage.
