3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 21,821 (DECEMBER 17, 2019), TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A SOLE-SOURCE CHANGE ORDER AGREEMENT
6 WITH GOVERNMENTJOBS.COM, INC. (D/B/A NEOGOV), FOR A
7 TOTAL CONTRACT AMOUNT NOT TO EXCEED ONE HUNDRED
8 SEVENTY-FIVE THOUSAND, DOLLARS ($175,000.00), PLUS
9 APPLICABLE TAXES AND FEES, FOR THE PROCUREMENT OF
10 ADDITIONAL SOFTWARE MODULES; AND FOR OTHER PURPOSES.

12 WHEREAS,NEOGOV is the sole supplier for the Human Resources Employment Division Software
13 Licenses and related services for Insight Enterprise; NEOGOV Onboard; and NEOGOV Core HR
14 Employee Management;and,
15 WHEREAS,Little Rock, Ark., Ordinance No. 21,821 (December 17, 2019) approved the NEOGOV
16 Software Services Upgrade to include the NEOGOV Onboard Program,in an amount not to exceed Seventy
17 Thousand,Seven Hundred Forty-Five and 73/100 Dollars($70,745.73),plus applicable taxes and fees;and,
18 WHEREAS, Little Rock, Ark., Ordinance No. 21,994 (May 18, 2021) approved the NEOGOV
19 Software Services Upgrade to include the NEOGOV Learn Program, in an amount not to exceed One
20 Hundred Thirty-Five Thousand Dollars($135,000.00)plus applicable fees and taxes;and,
21 WHEREAS, the Human Resources Employment Division NEOGOV Software Services is being
22 upgraded to include text messaging and the advertising/recruiting on a national database module, which
23 will increase the total contract amount to One Hundred Seventy-Five Thousand Dollars($175.000.00),plus
24 applicable taxes and fees.
25 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. Little Rock, Ark., Ordinance No. 21,821 (December 17, 2019) is hereby amended to
28 authorize the City Manager to enter into a sole-source change order with Governmentjobs.com, Inc.(d/b/a
29 NEOGOV), for the Human Resources Employment Division Software Upgrade to include the text
30 messaging and the advertising/recruiting on a national database software licenses and services portion of
31 the program and to increase the total contracted amount to One Hundred Seventy-Five Thousand Dollars
32 ($175,000.00), plus applicable taxes and fees.
33 Section 2. Funding for the software improvements and upgrades is available in the City's General
34 Fund Budget,Account No. 102701-61350.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 ordinance.
6 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
7 the provisions of this ordinance, are hereby repealed to the extent of such inconsistency including, but not
8 limited to,Little Rock,Ark.,Ordinance No.21,821 (December 17,2019)and Little Rock,Ark.,Ordinance
9 21,994(May 18,2021).
