North - Interstate 30 right-of-way, zoned "R-2"

STAFF ANALYSIS:
The property in question is located on Baseline Road at the
point where Baseline intersects the 1-30 frontage road and
the request is to rezone the land from "R-2" to "C-3" for
commercial development. Currently, the eastern one-half of
the site is vacant and on the western one-half, there is a
nonconforming convenience store with gas pumps. No plans
have been submitted but it is the Staff's understanding that
the existing use will be modernized or replaced and the
remaining area will be utilized for a new commercial
development.
Land use in the general area is a mix of various
nonresidential uses including an animal clinic and a major
industrial use to the east. There is a single family
residence on the south side of Baseline Road and to the
southeast, there is a single family subdivision. Zoning of
the area is "R-2," "C-3," "C-4" and "1-2." The land
directly to the east is zoned "R-2" and has a number of
nonconforming uses on it ranging from a used car lot to an
industrial operation.

In recent years, the City has supported a mix of "C-3,"
"C-4" and "1-2" rezoning along 1-30 and the proposed
rezoning reinforces the established pattern. The Geyer
Springs West Plan designates the land for commercial use so
there is no plan issue involved with this request.
ENGINEERING COMMENTS:
None reported.
STAFF RECOMMENDATION:
Staff recommends approval of the "C-3" reclassification as
filed.
PLANNING COMMISSION ACTION: (July 11, 1989)
The applicant was present. There were no objectors and the
request was placed on the consent agenda. A motion was made
to recommend approval of the "C-3" rezoning as requested.
The motion passed by a vote of 6 ayes, 0 nays and 5 absent.
