STAFF ANALYSIS:
This request is before the Commission because the property
owner would like to move a single family residence on the
site in question. The property is zoned "1-2" which does
not permit single family uses, and the request is to rezone
the two lots to the "R-4" District. "R-4" is being
requested because it is the base residential zone in the
neighborhood and allows single family and two-family units.
The site is in the East Little Rock neighborhood and is
vacant.
Existing zoning found in the area is "R-4," "C-3," "1-2" and
"1-3." The industrial land is located primarily to the west
of Bond Street and the residential zoning is to the east of
Bond Street but there is no established pattern. 1619 East
3rd Street abuts "R-4" zoning on two sides, and the lots
across both East 3rd and Bond Streets are zoned "R-4." Land
use is very similar to the zoning with several parcels
vacant.

In older neighborhoods, the City should make every effort to
encourage infill development for residential uses, and this
area is no exception. Rezoning the site to allow a
residential use is a reasonable option for the property and
Staff supports the request. The East Little Rock Plan
identifies Bond Street as the line between industrial and
residential uses, but Staff feels that the proposed
reclassification is not a significant departure from the
plan's direction and should not have an impact on the future
development of the neighborhood.
ENGINEERING COMMENTS:
None reported.
STAFF RECOMMENDATION:
Staff recommends approval of the "R-4" rezoning as filed.
PLANNING COMMISSION ACTION: (July 11, 1989)
The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of "R-4" as filed. The motion was
approved by a vote of 6 ayes, 0 nays and 5 absent.
