STAFF ANALYSIS:
The request before the Commission is to rezone a 12 acre
site on Lindsey Road from "R-2" to "1-2" for a distribution
center. The property is located at the western end of
Lindsey Road and in close proximity to the interchange with
1-440. Along the northern property line is the Little Rock
Port Authority railroad and the airport is approximately one
mile to the northwest. The site has good access to various
types of transportation modes. The parcel is one of the few
remaining tracts that has frontage on Lindsey Road that has
not been rezoned to either "1-2" or 1-1-3."
Land use is either industrial or vacant parcels with two
major industrial uses situated on the south side of Lindsey
Road. The existing zoning in the area is 1113-2," "1-2" and
"1-3" with the property abutting 111-2" on the east side. To
the north the zoning is "R-2" and across Lindsey Road the
existing zoning is "R-2" and 111-2."
The land use element for the area is the Sweet Home District
Plan which identifies the site for industrial use so the
request conforms to the recommended land use plan. The plan
also identifies the creek on the east side of the property
as "OS" but it is unclear how much of the recommended open
space is on the site in question.

The most significant issue affecting this property is the
Master Parks Plan. On the adopted Parks Plan, Fourche
Creek, the waterway adjacent to the site on the east side,
is identified as Priority One Open Space and suggests a
minimum acquisition width of 350 feet. This area is to be
part of the City's overall open space system, but it is also
needed for drainage and flood control purposes. Because of
the creek's status and the rezoning request, Staff
recommends that one-half of the recommended width for open
space be dedicated to the City. The dedication would
include some of the creek channel because it is measured
from the center line of the creek.
ENGINEERING COMMENTS:
Dedication of an area adjacent to the creek for drainage as
recommended by the Master Parks Plan.
STAFF RECOMMENDATION:
Staff recommends approval of the "1-2" rezoning except for
the open space area identified on the Master Parks Plan.
PLANNING COMMISSION ACTION: (July 11, 1989)
The applicant, Wingfield Martin, was present. There were no
objectors. Staff informed the Commission that the Parks
Department was comfortable with a dedication of the land
area between the center line of the creek and the top of the
bank, which was less than what had been originally
recommended. Staff also suggested that the dedicated area
be rezoned to "OS". Mr. Martin spoke briefly and concurred
with both the dedication requirement and the "OS"
reclassification. A motion was made to recommend approval
of "1-2" and "OS" for the creek area which is to be
dedicated to the City. The motion passed by a vote of 6
ayes, 0 nays and 5 absent.
