HomeMy WebLinkAboutZ-5197 Staff AnalysisJune 27, 1989 SUBDIVISIONS Item No.10 Name: Location: Owner/Applicant: PROPOSAL: Jehovah's Witnesses Church Conditional Use Permit (Z-5197) The northeast corner of 22nd and Wolfe Streets (2119 Wolfe) East and Central Congregation of Jehovah's Witnesses/Dale Woodall, Glen Brown To construct a 5,927 square foot church sanctuary (200 capacity) and 55 parking spaces on 0.96 +/- acres of land that is zoned 1113-4." ORDINANCE DESIGNSTANDARDS: 1. Site Location K Adjacent to three residential streets (Wolfe, 22nd Street and Marshall Street) and an alley. Comf,atibility with Neighborhood The site is abutted by a triplex and a single family unit (side yard relationship) located to the north; two duplexes (side yard and front yard relationships, respectively) and two single family units (front yard relationship) located to the south; a duplex (side yard relationship) located to the east; and three single family units (front yard relationship) located to the west. The Staff feels that the proposed use will be compatible with the surrounding area. 3. On -Site Drives and Parking The site plan contains an ingress/egress on 22nd Street and an egress onto the alley as well as 55 parking spaces (includes 6 handicapped). Screening and Buffers The applicant is proposing a six foot screen fence along the alley adjacent to the parking area, and landscaped areas as well as retaining as many of the existing trees as possible. 5. Analysis The Staff feels that the proposed use will be compatible with the surrounding area (see note #2). The Staff commends the applicant's effort to save the existing trees and urges the applicant to save as many of the trees as possible that lie between the existing sidewalk and the curb line. The applicant should also check with Bob Brown about potential landscape requirements along with the proposed screening fence and revise the site plan to show landscaping along the Marshall Street frontage. In addition, the applicant needs to provide the proposed height of the building. Finally, a five foot variance will be required on 22nd Street. The Staff feels that the variance is justified due to the site having three 25 foot required setbacks and the fact that the applicant has done a good job of siting the building. 6. City Engineer Comments (1) Construct handicapped ramps at both street corners. (2) Reconstruct all adjacent damaged sidewalks, curbs and curb returns. (3) Remove the existing driveway apron on 22nd Street. 7. Staff Recommendation Approval, provided the applicant agrees to: (1) submit a revised site plan as outlined in the Analysis section; (2) provide the height information; and (3) comply with City Engineer Comments numbered 1 through 3. SUBDIVISION COMMITTEE REVIEW: The applicant was present and agreed to comply with the Staff's recommendations. The Commission voted 9 ayes, 0 noes and 2 absent to approve the application as recommended by the Staff, reviewed by the Subdivision Committee and agreed to by the applicant.
