Re: Rezoning 1200 S Cleveland Street for church use
Dear Commissioners:
The Cleveland facility has a long history of providing mission driven services to
the Little Rock community. Those services have always extended beyond the
immediate neighborhood where the facility is located. This site started as a
YWCA, purchased later by Centers for Youth and Family Services and then
finally by CareLink for use as a fitness and wellness center for seniors.
Unfortunately, with funding obstacles, CareLink closed the facility over two years
ago and it been vacant and lifeless since. Management and staff at CareLink
wholeheartedly support the zoning change to allow for church activities,
making this facility once again thrive.
The proposed church will bring activities, warmth, and service to the community.
As an added benefit, the church has a strong commitment to support the
growing Spanish speaking citizens of our community. The variety of church
activities will fully complement the university district.
Thank you for your thoughtful consideration. I look forward to seeing the
Cleveland facility filled with an energetic congregation supporting community
activities. Please approve the rezoning request to allow for a church at 1200 S
Cleveland.

To whom it may concern:
As Authorized Agent for Carelink as shown in the attached AFFIDAVIT (Current owner) and Trustee
for Centro Cristiano Little Rock (CCLR), I am submitting this request for Conditional Use Permit.
The intended use for this building (after purchase by CCLR) is for Church services and related
activities. Toi the best of our knowledge, there are no, known issues requiring a variance or waiver of
CLR Zoning or other Planning requirements.
Attached to this document are:
*AFFIDAVIT appointing Jim Bradshaw as the agent for Carelink for this action;
*3-copies-of a -current -survey (dated,July 2021);
*18 copies of the only known possible change to the `footprint' of the existing facility which is the
addition of parking spaces. Current parking is sufficient for immediate needs but we anticipate that
additional future parking will be needed. From the survey, it appears there Is sufficient space for this
addition without encroaching onset -back, landscaping or right-of-way requirements. If there are :such,
the plan will be altered to meet those requirements,
*Should there be any requirement for dedication of additional right-of-way, needed documents will be
provided -but -it -is -believed that there are none;
*Bill of Assurance for the University Park subdivision and the plat of the property noted;
*Check from CCLR for required filing fee (to. be completed at submission). -
The required owner listing with addresses. has. been requested from a properly certified provider and
appropriate notices will be provided as required. Copies of the notice and certified mail slips will be
provided within the timeline noted. Although not specified in the listed requirements, CCLR as a
routine course of action will plan for an event open to the neighborhood to explain the changes
expected and operations planned for the facility. The noted additional requirements (signage and
personal attendance at the Public Hearing) will be met also.
