Location: The south side of "A" Street
just west of Pierce Street

PROPOSAL:
St. Vincent Infirmary Medical
Center/Larry Whitt
To construct an additional daycare center building (2500
square feet, 55 capacity and two employees) to augment an
existing daycare center operation (3700 square feet, 85
capacity and 12 employees) and a playground on a total site
consisting of four lots (.615 acres, two lots zoned "R-3"
and two lots zoned "0-3"). A daycare center is a by right
use in "0-3" and a conditional use in "R-311.
ORDINANCE DESIGN STANDARDS:
1. Site Location
Adjacent to an arterial street (West Markham Street)
and a residential street ("A" Street).
2. Compatibility with Neighborhood
The site is located in a mixed use area that is in
transition and is abutted by office uses on three sides
with single family located to the west. Due to the
transitional nature of the neighborhood and the fact
that the use is already in place, the Staff foresees no
adverse impact on the surrounding area.
3. On -Site Drives and Parking
The site contains one access on West Markham Street,
one access on "A" Street with an additional drive
p_oposed on "A" Street. Parking for the daycare center
is located north of "A" Street on a parking lot owned
by St. Vincent (120 parking spaces available).

4. Screening and Buffers
The applicant is proposing to use existing trees and
shrubs.
5• Analysis
The Staff feels that the proposed expansion will not
have an adverse impact on the surrounding area. The
daycare operation is not a "commercial" operation in
the sense that the facility will be used only by St.
Vincent's employees. The applicant does, however, need
to indicate the traffic flow on site as well as the
signage to indicate same. The applicant also needs to
submit a revised site plan to include the aforemen-
tioned as well as: (1) removing the southeasternmost
lot; (2) clearly defining the entire Play area
(remove
fence, etc.); (3) correctly marking the current status
Of all buildings --- existing and proposed; and (4)
dimension all drive widths as well as existing and
proposed buildings.
6. City Engineering Comments
None.
7. Staff Recommendation
Approval, provided the applicant agrees to submit a
revised site plan as outlined in the Analysis section.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to 'Comply
recommendations. The representative from the Wastewaterf
Utility stated that the project appeared to be constructed
over a sewer line. It was determined that the existing
building was in fact constructed over the sewer line (cast
iron pipe).
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission v°ted 9 ayes, 0 noes and 2 absent to approve
application as recommended by the Staff, reviewed bythethe
Subdivision Committee and agreed to by the applicant.
