Owner/Applicant: Y.M.C.A. of Metropolitan Little
Rock/Rama S. Brown
Proposal:
To construct a multi-purpose recreational facility in four
phases on 3.8 acres of land that is zoned "C -3"/"R-2." The
proposed phases are:
- A 4,800 square feet covered pavilion, playground
area, and dedication of any necessary right-of-way
on Mabelvale Cutoff;
II - A 2,940 square feet swimming pool, associated
1,200 square feet bath house, access drive and
56 paved parking spaces;
III -- A 8,000 square feet multi-purpose facility,
47 parking spaces and an in -lieu contribution to
cover construction of Mabelvale Cutoff if the road
has not been constructed by the City;
IV - Enclosure of the outdoor pool.
Ordinance Design Standards:

1. Site Location
Adjacent to a minor arterial (Mabelvale Cutoff).
2. Compatibility with Neighborhood
The site is abutted by vacant land to the north and
east, vacant and single family to the south (side yard
relationship), and commercial to the west. The
proposed use is abutted by mostly vacant wooded land
and a commercial use. The Staff feels that the
proposed use will be compatible with the surrounding
area.

3. On-site Drives and Parking
The applicant is proposing one 40 foot wide access
drive to Mabelvale Cutoff and a total of 103 paved
parking spaces (56 in Phase II and 47 in Phase III).
4. Screening and Buffers
The site plan contains landscaping.
5. Analysis
The Staff feels that the proposed use will not have a
negative impact on the surrounding area. The applicant
has proposed providing an in -lieu contribution during
Phase III construction to provide for the cost of one-
half of the improvements for Mabelvale Cutoff to minor
arterial standards unless the City has begun street
construction. The Staff feels that this is an
acceptable proposal. The applicant should, however,
file a final plat for the entirety of their property
dedicating the necessary right-of-way to meet the
45 foot Master Street Plan standards (one-half street
equals 30 feet of pavement and a sidewalk). The
applicant also needs to provide information on the
maximum height of all the proposed structures.
6. City Engineering Comments
(1) Dedicate additional right-of-way on Mabelvale
Cutoff to meet minor arterial standards during
Phase I;
(2) Provide an in -lieu contribution for construction
of Mabelvale Cutoff during Phase III unless
construction is underway or completed by the City
prior to the initiation of Phase III;
(3) All right-of-way dedication and construction
should be for the entire length of the applicant's
properties;
(4) Comply with Stormwater, Detention and Excavation
Ordinance requirements; and

(5) Mabelvale Cutoff is a bond project whose design is
slated for 1991 and whose construction is slated
for 1995.
7. Staff Recommendation
Approval, provided the applicant agrees to:
(1) File a final plat as outlined in the Analysis
section;
(2) Provide information on the heights of the proposed
structures; and
(3) Comply with City Engineering Comments numbered one
through five.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with Staff
recommendations. The applicant was told that he could meet
with the City Engineer's office to determine the estimated
cost of the in -lieu requirement so that the amount could be
made a part of the record. The applicant agreed to comply.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 8 ayes, 0 noes and 3 absent to approve the
application as recommended by the Staff, reviewed by the
Subdivision Committee and agreed to by the applicant,
subject to the improvement costs (in -lieu) being determined
at the time of construction.
