Paul 9600 Geyer Springs Road Rezone from "R-2" to 110-3" Future expansion of funeral home 3.28 acres Vacant SURROUNDING LAND USE AND ZONING: North - School, zoned "0-1" South - Funeral home, zoned PCD East - School, zoned "R-2" West - Single family, zoned "R-2" STAFF ANALYSIS: The request is to rezone 3.3 acres on Geyer Springs Road from "R-2" to 110-3" for future development. To the south, there is an existing funeral home and the plan is to rezone the site under consideration to accommodate the need for any long-term expansion. The property is currently vacant and wooded. Zoning in the general area includes "R-2," "R-4," "R-5," "0-1," 110-3," "C-1" and PCD. The property in question abuts 110-1" on the north, "R-2" to the west and a PCD tract is located to the south. Across Geyer Springs Road, the land is zoned "R-2" and is the site of McClellan High School. Other land uses found in the neighborhood are single family, multifamily, a church, office, commercial and a private school which is located directly to the north. Several sites are vacant including a large tract situated south of the existing funeral home. The site is within the Geyer Springs West District Plan area and the land use plan identifies the property for office use. On the plan, the land from Queensboro to the south line of the PCD and from Geyer Springs Road to the residential subdivision on the west is shown for office development. 0 March 7, 1989 Item No. 4 - Z-5143 (Continued) _ Staff's position is that the proposed 110-3" reclassification conforms to the adopted plan and supports the rezoning request. Because of the residential neighborhood, Staff recommends that the western 100 feet be rezoned to OS to provide an adequate buffer and additional protection for the residences. ENGINEERING COMMENTS: Engineering reports that the right-of-way requirement for Geyer Springs Road at this point is 40 feet from the center line with a ten foot construction easement. It appears that the 40 foot right-of-way is in place but it needs to be re- affirmed through this rezoning action by providing the necessary documentation, an easement deed. The ten foot construction easement will expire at the completion of the improvement project. STAFF RECOMMENDATION: Staff recommends approval of the "0-3" rezoning with a 100 foot OS area adjacent to the west property line. PLANNING COMMISSION ACTION: (March 7, 1989) The applicant was present and agreed to a 100 foot "OS" strip adjacent to the west property line. There were no objectors in attendance and the item'was placed on the Consent Agenda. A motion was made to recommend approval of the "0-3" rezoning with the 100 foot "OS" area as amended. The motion passed by a vote of 9 ayes, 0 nays and 2 absent.
