Richardson 8123 Chicot Road Rezone from "R-2" to "C-4" Office and trailer park 2.37 acres Existing Use: Office and trailer park SURROUNDING LAND USE AND ZONING: North - Commercial, zoned "R-2" and "C-4" South - Industrial, zoned "R-2" East - Industrial, zoned "1-2" West -- Commercial, zoned "R-2" STAFF ANALYSIS: The request to is rezone a 2.37 acre tract on Chicot Road just south of 1-30 from "R-2" to "C-4." Currently, there is a two-story structure located in the southwest corner and the balance of the site is used as an RV trailer park. The entire property is nonconforming and -the rezoning request was filed as the result of an enforcement action because of some type of expansion of the office use. Land use in the area includes multi -family, commercial, auto sales, motels and industrial. The property under consideration abuts a major industrial operation on two sides with commercial uses to the north and across Chicot Road. The zoning pattern is typical of the 1-30 corridor and includes "R-2," "0-3," "C-4" and "1-2." Several of the existing uses are still nonconforming and there are some vacant tracts found throughout the area. The Geyer Springs West District Plan identifies the site and some of the surrounding properties for commercial use so the proposed "C-4" rezoning conforms to the adopted plan. Along the 1-30 corridor the City has endorsed a mix of commercial and industrial zoning over the years by rezoning properties to either "C-3," "C-4" or "1-2." The current "C-4" request maintains the accepted zoning configuration and Staff supports the reclassification. March 7, 1989 Item No. B - Z-5132 (Continued )__ _ ENGINEERING COMMENTS: Engineering reports that dedication of additional right-of- way for Chicot Road is needed. Chicot Road is a collector on the Master Street Plan which requires a right-of-way of 60 feet, or 30 feet from the center line on both sides. STAFF RECOMMENDATION: Staff recommends approval of the "C-4" rezoning request. PLANNING COMMISSION ACTION: (January 24, 1989) The Staff reported that the item needed to be deferred because the applicant was unable to notify the required property owners. A motion was made to defer the request to the March 7, 1989 meeting. The motion was approved by a vote of 11 ayes, 0 noes and 0 absent. PLANNING COMMISSION ACTION: (March 7, 1989) The applicant was present. There were no objectors and the item was placed on the Consent Agenda. A motion was made to recommend approval of "C-4" as requested. The motion was approved by a vote of 9 ayes, 0 nays,and 2 absent.
