The applicant was requested to review the type of bulk
storage that would be placed upon the water line easement at
the southwest corner. The Water Works concern about this
storage was generally limited to disposal type storage as
opposed to sale items.
Mr. Richardson then questioned the request for a 15 foot
landscape strip adjacent to the front property line. Mr.
Greeson identified this request as being one in keeping with
the character of the neighborhood, being primarily office
and residential use. Mr. Perkins then asked that specific
design information be filed with the Commission so as to
better understand the type of construction that is proposed.
A general discussion of the issues followed. Mr. Richardson
was then offered an extension of time by the Committee on
the resubmission of the PUD addressing these concerns. He
was permitted to file the information by noon on Friday,
December 30.
PLANNING COMMISSION ACTION: (January 3, 1989)
There were no objectors present. Staff presented its
recommendation of denial of the proposal. The Chairman
asked Mr. Bob Richardson to present his case. Mr.
Richardson displayed graphics of the proposal. He offered
an overview of the project and the numerous revisions that
have been accomplished since the Subdivision Committee
meeting. He indicated that this business will sell plants,
trees, bark, soil, fixtures, plant foods, etc.; in other
words, all those kinds of things normally sold on the
premises of a landscaping or nursery operation. He
commented on the original plan and the objections stated by
Staff. He described in detail the changes that had been
accomplished since that time - moving the various storage
bunkers, parking areas and access drives. He indicated that
there would be no heavy equipment stored or used on the
premises. He described the outbuilding in the northwest
corner as having two doors of an overhead type for interior
storage of vehicles. He indicated that the area around the
building will initially be used as a graveled area but would
be paved at a later date, or in a later phase.
Mr. Richardson then offered comment on the placement of this
use within the zoning ordinance. He stated that the "C-4"
District was identified by Staff as being the only district

Mr. George Collins was present and addressed the Commission.
He stated that he was the owner of the use that would be
located on this site and that Mr. Richard Smith owned the
property. He offered comments as to the history of this
property and the current activity on the premises.
Commissioner Perkins then raised questions about whether
visqueen would be used in the winter to enclose the
greenhouses and how well maintained this would be. Mr.
Richardson offered an example of an existing greenhouse and
nursery adjacent to his business, stating the type of
replacement that occurred in winter and summer involving
cloth and visqueen. Commissioner Perkins then asked about
the gravel drive on the north side of the development, as to
whether it was to serve the storage area. Mr. Richardson
stated that it woulo serve that area and provide a firm path
to the rear of the site where there would be storage.
Commissioner Perkins then offered that he felt the owner and
his engineer had responded to all of the issues raised and
it appeared that the project was in proper order.
After a brief discussion of some of the issues outlined
above, a motion was made for approval of the PCD as amended.
The motion passed by a vote of 7 ayes, 2 noes, 2 absent.
Gary Greeson then requested from the Chairman a statement of
the reasons for approval of this item. The Chairman offered
the following two points:
1. If well maintained, a use such as proposed is less
offensive than large office buildings on this site.
2. Nurseries are unique businesses by their nature, and
are misplaced within the "C-4" Zoning District.
