HomeMy WebLinkAboutZ-5126 Staff AnalysisJanuary 3, 1989 SUBDIVISIONS Item No. 7 NAME: >U9Z67=ir[91IV OWNERIAPPLI.CANT: PROPOSAL: Franklin School Conditional Use Permit (Z-5126) The northeast corner -of Harrison and 18th Streets (1701 South Harrison Street) Little Rock School District/Jim Mitchell To expand an existing school (50,500 square feet -19 classroom -450 student capacity) in three phases as follows: Phase I - 15,000 square feet -9 classrooms and new library - 250 student capacity; Phase II - 8,000 square feet -expanded cafetorium, new teachers' lounge, new kitchen, support administration and bus drop-off area; and Phase III - a conceptual plan for 20 classrooms and new primary administration space. This proposal lies on 10 + acres of land that is zoned "R-3." ORDINANCE DESIGN STANDARDS: 1. Site Location Adjacent to two residential streets (Harrison and 18th Streets). 2. Co.Mp_AJ i b i l i ty.._wi_th Ne„i.ghbo r hood The elementary school is an existing use located on 10 acres. The site is abutted by vacant land/single family (side yard relationship) on the north, single family to the south (side yard relationship), single family to the east (rear yard relationship) and single family/duplex to the west (front yard relationship). The existing use and its expansion is and will be compatible with the surrounding area. January 3, 1989 SUBDIVISIONS _1Pm. No. 7 (Contin.ued} 3. On -Site Drives a_nd Parking ............. The site contains two points of ingress (Harrison Street) and two points of egress onto Harrison Street as well as 36 parking spaces. The plan calls for a bus drop-off area and 12 parking spaces to be constructed during Phase II (located on 18th Street) and an indeterminate number of parking spaces to be constructed during Phase III. 4. ScreenBuffe ing and rs The applicant is proposing to use existing trees and shrubs as landscaping as well as showing a landscaped area adjacent to the Phase I construction. 5. Analysis The Staff feels that the proposed use will be compatible with the surrounding area (see note #2). The site plan needs to show more specific information with regards to parking and building dimensions. The proposed parking area located to the north should reflect a minimum of six spaces and a note stating it to be constructed during Phase III (54 total spaces would be required). Finally, Phase II and Ill should reflect the general dimensions of the proposed structures and their respective setbacks from the property lines and other buildings. 6. Ci_Ly_Engi neer Comments Comply with Detention and Excavation Ordinance requirements. 7. Staff Recommendation Approval, provided the applicant agrees to submit a revised site plan as outlined above and to comply with Detention and Excavation Ordinance requirements. SUBDIVISION COMMITTEE REVIEW: The applicant was present and agreed to comply with the Staff recommendation. There were no unresolved issues.
