Washington Elementary School Conditional Use Permit (Z-5061) The southwest corner of South Main and 27th Streets (115 W. 27th Street) Little Rock School District/Polk, Stanley & Associates, Carolyn Lindsey Bock To raze the existing school building and construct a one- story elementary school (58,000 square feet - 35 classroom - 560 child capacity) and 52 parking spaces on 6.12 acres of land that is zoned "R-4." ORDINANCE DESIGN STANDARDS: 1. Site Location Adjacent to three residential streets (27th, 29th, and Main Streets). 2. Com,�atibi l ity with_._Neiah_borhood The existing site is an elementary school. It is abutted by single family to the north and south (side yard relationships), a community recreation center to the east, and single family, -duplex and a commercial use located slightly above grade to the west. The proposed use is compatible with the surrounding area. 3. On Site Drives and Parking The proposal contains two (24 feet wide) access drives on Main Street for automobiles. The proposed plan also contains two (28 feet wide) access drives on 27th August 23, 1988 SUBDIVISIONS Item No. 7„_,(,Cgnt i nued ) Street to accommodate buses for a loading and unloading area. Finally, -the proposal calls for 52 paved parking spaces. 4. Screening and Buffers The proposal contains landscaping as well as proposed dense landscaping to the west of the service area and a screen wall on the north and south of said area. 5 . Ana I vs. i s The Staff feels that the proposed use is compatible with the surrounding area. The applicant has stated that a screen wall will be constructed on the north and south side of the proposed Food Service area. The Staff feels, that in addition to the landscaping, the Food Service area should have a screening fence from the building to the street on the south and west perimeter of the Food Service/Employee parking area. The screen wall should help reduce the visual and noise impact to the single family located to the west. The applicant should submit a revised Site Plan illustrating the screening walls or fences as outlined. 6_ CityEngineer Comments (1) Relocate the box culvert outside the new building footprint or justify construction over the present location (economics); (2) If the school is built over the present location of the box culvert, the Little Rock School District must assume all liability; and (3) Sidewalk construction required (with handicapped ramps) on 27th, Main and 29th Streets. 7. Staff Recommendation Approval provided the applicant agrees to: (1) submit a revised Site Plan as outlined above; (2) comply with City Engineering requirements numbered 1 through 3. The Applicant also stated that they were fully cognizant of the potential liability for construction over the box culvert and accepted the responsibility. The Applicant further stated that it would have cost $200,000 to relocate the box culvert. Finally, the Applicant agreed to relocate the existing sewer mains so that it would not be underneath the proposed building footprint. PLANNING COMMISSION ACTION: (August 23, 1988) The Applicant was present. There were no objectors. The Commission voted 8 ayes, 0 noes, 2 absent, and 1 open position to approve the application as recommended by the Staff, reviewed by the Subdivision Committee, and agreed to by the Applicant.
