Proposal:
To expand an existing conditional use permit approval by
constructing an additional total of 33,000 square feet
(15 classrooms, 280 student capacity) and 21 parking spaces
simultaneously with the originally approved 58,000 square
feet building (35 classrooms, 560 student capacity) and
52 parking spaces on 6.12 acres of {and that is zoned
"R-2"/Conditional Use Permit (total project will be
50 classrooms, 840 student capacity, 91,000 square feet and
73 parking spaces).
Ordinance Design Standards:
1. Site Location
Adjacent to three residential streets (27th, 29th and
Main Street).
2. Compatibil� with Neighborhood
The site contains an existing elementary school. It is
abutted by single family to the north and south (side
yard relationships), a community recreation center to
the east, and single family, duplex and commercial
located slightly above grade and to the west. The
Staff continues to feel that the proposed use is
compatible to the surrounding area but has some
reservations about the proposed additional
construction.

3. On -Site Drive and Parking
The proposed site plan contains two access drives on
Main Street (for automobiles) and one access drive on
West 27th Street (automobiles and bus traffic) and
75 parking spaces.
4. Screening and Buffers
The proposed site plan does not contain any screening
or landscaping.
5. Analysis
The Staff feels that the proposed use is compatible
with the surrounding area. The Staff does, however,
have some reservation about the apparent over -building
of the site. The Staff feels that the site will have a
limited amount of open play area for the children. The
site plan shows 15'8" of setback on the south property
line. The southern exposure of the building should be
heavily landscaped along its entirety to soften its
impact on the adjacent single family properties (side
yard relationships). The Staff understands that the
height of the building at the south property line will
be 14 feet which should not be too obtrusive. Finally,
the applicant needs to submit a revised site plan that
shows: (1) landscaped areas; (2) the dumpster
location with the screening as provided in the original
site plan; (3) dimensions on all drives (widths); and
(4) building setbacks for all property lines.
6. City Engineering Comments
(1) Relocate the box culvert outside the new building
footprint or justify construction over the present
location;
(2) If the school is built over the present location
of the box culvert, the Little Rock School
District must assume all liability;
(3) Sidewalk construction required, with handicapped
ramps, on 27th, Main and 29th Streets; and
(4) Comply with Detention and Excavation Ordinance
requirements.

7. Staff Recommendation
Approval, provided the applicant agrees to:
(1) Submit a revised site plan as outlined in the
Analysis section; and
(2) Comply with City Engineering Comments numbered one
through four.
SUBDIVISION COMMITTEE REVIEW:
The applicant was present and agreed to comply with the
Staff's recommendations. The applicant stated that the
potential liability involved with building a structure on
top of the box culvert (drainage) was understood and that
said liability was accepted. There were no unresolved
issues.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. The
Commission voted 8 ayes, 0 noes and 3 absent to approve the
application as recommended by the Staff, reviewed by the
Subdivision Committee and agreed to by the applicant.
