3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT, WITH POLK STANLEY WILCOX ARCHITECTS,
5 NOT TO EXCEED ONE HUNDRED NINETY-SIX THOUSAND, SEVEN
6 HUNDRED THIRTY DOLLARS ($196,730.00), DESIGN SERVICES TO
7 PROVIDE A SENIOR CENTER AT THE CENTRE AT UNIVERSITY
8 PARK; AND FOR OTHER PURPOSES.

10 WHEREAS, a dedicated Senior Center has long been requested by the citizens of Little Rock and
11 Centre at University Park Complex will be assessed for overall improvements; and,
12 WHEREAS, The Centre at University Park shall be improved with additional new square-footage to
13 serve the need for a Senior Center, while providing space for current facility functions;and,
14 WHEREAS, as part of the complex improvements, a new Pickelball Complex will be designed
15 between the Centre and the Rebsamen Tennis Center grounds, developing a unique placement providing
16 access for Seniors,Rebsamen Tennis users and all other citizens; and,
17 WHEREAS, Polk Stanley Wilcox Architects was selected from the Statements of Qualifications for
18 Architectural Design Services, Bid No. 1627,to provide services for project; and,
19 WHEREAS, Polk Stanley Wilcox Architects will sub-consult with Insight Engineering for
20 Mechanical, Electrical & Plumbing Services; ETC Engineers & Architects, Inc., for Pool Services; and
21 Half Associates, Inc., for Civil Services for the project; and,
22 WHEREAS,the total cost of the project shall not exceed One Hundred Ninety-Six Thousand, Seven
23 Hundred Thirty Dollars ($196,730.00), with funding is available through the interest accrued from the
24 American Rescue Plan Act,Account No. 271129-G21 AR0012.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. The City Manager is authorized into enter into an agreement with Polk Stanley Wilcox
28 Architects in an amount not to exceed One Hundred Ninety-Six Thousand, Seven Hundred Thirty Dollars
29 ($196,730.00), for Design Services for a Senior Center at The Centre at University Park.
30 Section 2. Improvements to The Centre at University Park shall include dedicated Senior Center;add
31 additional new square-footage to serve the need for a Senior Center,while still providing space for current
32 facility functions. The overall Centre at University Park Complex will be assessed for improvements. As
33 part of the complex, a new Pickelball Complex will be designed between the Centre and the Rebsamen

1 Tennis Center grounds, developing a unique placement providing access for Seniors, Rebsamen Tennis
2 users and all other citizens. Polk Stanley Wilcox Architects will sub-consult with the following consultants:
3 Insight Engineering for Mechanical, Electrical & Plumbing Services; ETC Engineers & Architects, Inc.,
4 for Pool Services; and Halff Associates, Inc., for Civil Services for the project.
5 Section 3. Funds for this agreement are available through the interest accrued from the American
6 Rescue Plan Act, Account No. 271 129-G21 AR0012.
7 Section 4. Severability. In the event any title, paragraph, item, sentence, clause, phrase, or word of
8 this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
9 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
10 portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution.
11 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, which are inconsistent
12 with the provisions of this resolution are repealed to the extent of such inconsistency.
